The San Joaquin Valley Unified Air Pollution Control District has reviewed the document file no. GP-91-4 . The District has the following comments and recommendations: 1. San Joaquin County' s air quality relative to National and State Ambient Air Quality Standards has been designated as a non-attainment area by the California Air Resources Board as follows: PM-10 - Non--attainment CO - Non-attainment (for Stockton Metropolitan Statistical Area only) Ozone - Non-attainment (possible SIP call area) The California Clean Air Act, AB 2595, requires counties which are designated non-attainment to achieve a 5% annual reduction in emissions until the standards are met. 2 . The applicant should be aware of the PM-10 Rule and the Indirect Source Review Rule, both of which are currently proposed by the District for adoption in the near future. Both of these rules may affect the applicant's project. A copy of these rules is available upon written request to the District. 3 . A general plan amendment with a underlying zone reclassification to allow a 27 lot major subdivision may generate additional vehicular trips, and thus have a effect upon air i quality. This may not have .a significant impact, but there may be cummulative impacts. Emissions from this project indicate: I
