4.0 SITE INSPECTION <br /> Live Oak inspected the site on July 7, 2014. Photographs of the Site are attached to <br /> this report as Appendix 2. <br /> The southern half of the Site was primarily open, grazing land; the northern half was <br /> being used to grow corn. Several irrigation canals with pumps and two irrigation return <br /> ponds were observed on the Site. Near the center of the Site, a pile of concrete debris <br /> was observed near the irrigation pump. A windmill was observed near the northern <br /> property line. <br /> A house and mobile home are located on the southern side of the Site. A driveway <br /> leads to them from Dodds Road. An irrigation well is located to the south of the house. <br /> On the east side of the Site is a livestock arena. In addition to the arena structure, a <br /> circular holding pen, a feeding shed, a small shed, a restroom building, a covered <br /> barbeque area, and an irrigation well are present. The area to the immediate west of <br /> this has been fenced off as an animal enclosure; horses were observed grazing. Stacks <br /> of metal stakes and piles of wooden and concrete debris were also observed in this <br /> area. Four waste tires and some metal debris were observed, as well as an old truck <br /> which appears inoperable. Further to the west is a pole barn and additional animal <br /> pens. <br /> A total of 15 pole-mounted transformers were observed across the Site; most were <br /> unlabeled, though a few bore blue stickers indicating that they are free of <br /> polychlorinated biphenyls (PCBs). <br /> To the north of the Site is Skiff Road, followed by an almond orchard. A dairy is located <br /> to the northwest. To the west of the Site, a corn field, a wheat field, and a dairy were <br /> observed. To the south of the Site was Dodds Road, followed by an almond orchard <br /> and a wheat field. To the east of the Site were open fields and a dairy, Escalon-Bellota <br /> Road, and a corn field. <br /> LOGE 1414 Page 3 <br />
