facility operations, including prayer service times and peak hours of operation, prior to <br /> project approval. <br /> Parking and Surfacing <br /> The site plan does not indicate the surfacing or paving material for the driveway, parking <br /> area, and maneuvering areas. The parking areas and ingress and egress areas that <br /> connect to a paved road must be surfaced and permanently maintained with asphalt <br /> concrete or portland cement concrete to provide a durable dust free surface. <br /> (Development Title Section 9-1015.5 [e]) <br /> The site plan depicts nine (9) parking spaces measuring nine (9) feet wide by nineteen <br /> (19) feet long and one (1) accessible space. Pursuant to Development Title Table 9- <br /> 1015.3(b), the Religious Assembly-Neighborhood Use Type requires 0.33 parking <br /> spaces per seat. Therefore, a minimum of nine (9) parking spaces with one (1) <br /> accessible space are required. Pursuant to Development Title Section 9-1015.5(b)(1), <br /> each parking stall shall be an unobstructed rectangle, minimum of nine (9) feet wide by <br /> twenty (20) feet long. <br /> The surface material for the driveway, parking area, and maneuvering area and revised <br /> dimensions for the parking spaces must be shown on a revised site plan. <br /> Access and Circulation <br /> The site plan depicts a two-way access driveway with a width of twenty (20) feet. <br /> Development Title Section 9-1015.5(h)(1) states, "Access driveways shall have a width <br /> of no less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way <br /> aisles except that in no case shall driveways designated as fire department access be <br /> less than twenty (20) feet wide." It is unclear on the site plan what the circulation pattern <br /> is for the religious facility. The circulation patterns for ingress and egress traffic and aisle <br /> widths must clearly be shown on a revised site plan. <br /> Screening <br /> The subject parcel abuts parcels to the east and west that are zoned AL-5 (Limited <br /> Agriculture, 5-acre minimum) and contain residences. Development Title Section 9- <br /> 1022.4[d] states when a commercial project abuts a residential zone, an area shown on <br /> the General Plan for residential use, or an existing residential use, a solid masonry wall <br /> six (6) feet to seven (7) feet in height shall be erected along the abutting property line. <br /> Additionally, Development Title Section 9-1020.5[e] requires parking areas abutting a <br /> residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, to be screened with a solid masonry wall six (6) to seven (7) feet in <br /> height along the abutting property line. A five (5) foot planting strip shall also be installed <br /> adjacent to the wall and the parking area. As a result, a solid masonry wall six (6) to <br /> seven (7) feet in height would be required along the eastern and western property lines <br /> along the proposed parking area. <br /> However, although there are residences on the adjacent parcels to the east and west, <br /> the residence to the east is located 400 feet from the proposed project site and the <br /> residences to the west are located 200 feet from the proposed project site. There is an <br /> adequate buffer to not require a masonry wall at this time. <br />
