U 5 <br /> The site is designated CIO (Office Commercial) on the General Plan and is zoned AU-20 <br /> (Agriculture, Urban Reserve). Religious Assembly-Regional, may be conditionally permitted in <br /> the AU-20 zone with an approved Use Permit. Education Services-General may be <br /> conditionally permitted in the AU-20 zone with an approved Site Approval. Growth <br /> Accommodation Implementation Measure No. 5, contained in Volume I of the General Pian, <br /> page IV-11, requires that uses in the AU zone be consistent with the underlying General Plan <br /> Designation. Both use types may also be conditionally permitted in the C-O zone, and are <br /> therefore consistent with the underlying CIO General Plan designation. <br /> i The future office and commercial sites are not permitted in the AU-20 zone. In order to <br /> establish office and commercial sites, a Zone Reclassification to C-O (Commercial Office) <br /> would be necessary. Full public services will be required before a Zone Reclassification <br /> Application can be approved. For infrastructure service provided by a non-county agency, a will <br /> serve letter will be required prior to acceptance of the Zone Reclassification Application (Section <br /> 9-1100.3[d]of the Development Title). Wastewater disposal shall be provided by the City of <br /> Stockton (Wastewater Treatment Policy No. 3, Volume I of the General Plan). <br /> Access <br /> The Eight Mile Road Specific Plan does not provide for permanent access onto Eight Mile Road <br /> at this location. See Public Works comments regarding access. The site pian indicates that <br /> future access will be from future Holman Road via a "future street". The "future street" passes <br /> through properties under other ownership, including the Woodbridge Irrigation District Canal. <br /> Easements for access over those properties will be required prior to submitting the full <br /> application. <br /> Subdivision <br /> For infrastructure service provided by a non-county agency, a will serve letter will be required <br /> prior to acceptance of any subdivision application (Section 9-1100.3[d]of the Development <br /> Title). Wastewater disposal shall be provided by the City of Stockton (Wastewater Treatment <br /> Policy No. 3, Volume I of the General Plan). Because the Eight Mile Road Specific Plan <br /> restricts access along Eight Mile Road, any subdivision application will need to address <br /> circulation issues relative to this site and adjacent properties. Any required easements for <br /> access over the Woodbridge Irrigation District Canal and other property to the west of the canal <br /> will be required with the application submittal. <br /> Noise <br /> The projected 2005 65 dB CNEL noise contour for Eight Mile Road extends 163 feet from the <br /> roadway. The projected 2005 65 dB CNEL noise contour for State Route 99 extends 681 feet <br /> from that roadway. Any outdoor activities for Religious Assembly need to remain outside the 65 <br /> dB CNEL noise contour. Any interior spaces need to be below 45 dB Ldn. Where the location <br /> of the outdoor activity areas is unknown or is not applicable, the noise standard shall be applied <br /> at the property line of the receiving land use (Development Title Table 9-1025.9). The site plan <br /> should show the 2005 65 dB CNEL noise contours for Eight Mile Road and State Route 99, and <br /> should indicate all proposed outdoor activity areas. <br />
