November 19, 2004 <br /> NOA Project Number: E04107A <br /> Fill 1.2 Zoning Description <br /> According to San Joaquin Community Development Department, the Site is zoned C-RS Z <br /> (Rural Service Commercial). This zone is intended to "establish areas within Rural Communities <br /> where retail and service uses frequently required by rural residents and the surrounding agricultural <br /> community can be provided. The zone envisions a mix of retail uses,professional offices and <br /> commercial services" (www.co.san-joaquin.ca.us, 2004). <br /> F11.3 Proposed Development <br /> We understand from Mr. Vierra that the proposed use of the site is to establish a 7,300 square foot <br /> custom manufacturing sign shop and 2,200 square foot, two bedroom, caretaker mobile home. The <br /> two parcels will be merged to create a larger 1.12 acre parcel for the new shop and mobile home. <br /> 1.4 Site Vicinity <br /> A site vicinity map is included in the appendix of this report as Plate 1. <br /> 1.5 Site Map <br /> F1A site map is included in the appendix of this report as Plate 2. <br /> 2.0 PRESENT AND PAST USES OF THE SITE <br /> 2.1 Past and Present Site Use <br /> The Site is presently a vacant lot with a well in the northeast corner. The Site does not contain any <br /> known structures or septic systems. According to Mr. Vierra, the northern parcel of the Site was <br /> used as an orange juice stand for about 25 years. After the juice stand closed the land sat vacant. <br /> F1 To his knowledge, the lower parcel of the subject site has never been developed (personal <br /> communication, November 15, 2004). <br /> 3.0 EXISTING AND PROPOSED SEPTIC TANK USAGE <br /> 3.1 Existing On-Site Septic Tank Usage <br /> Presently the Site is vacant except for the well. <br /> 3.2 On-Site Septic Permit History <br /> The files at the EHD were reviewed on October 4, 2004.
