b. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$1,804.00 per <br /> 1,000 gross square feet of building designated as'Warehouse' or$222.09 per daily trip- <br /> end generated in the Escalon area. The fee will be reduced by a credit of $855.00 per <br /> 1,000 gross square feet of building designated as'Manufacturing' or the number of daily <br /> trip-ends generated by the existing use designated as "truck terminal." The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index <br /> as published by the Engineering News Record.. (Resolutions R-90-304 & R-91-1025) <br /> c. The driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the building permit. (Development <br /> Title Section 9-1145.5) <br /> d. The frontage improvements for Escalon-Bellota Road shall be constructed in conformance <br /> with standards for one-half of a 110-foot-wide right-of-way major arterial road. The <br /> construction of the frontage improvements will be deferred upon execution by the owner <br /> of a Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred <br /> Frontage and Roadway Improvemnt Agreement with a deposit equivalent to the estimated <br /> construction costs prior to approval of the Improvement Plan. A$260.00 fee currently is <br /> required for processing, per Development Title Table 9-240.2, in addition to a copy of the <br /> Grant Deed and an estimate for the required frontage improvements. The estimate shall <br /> be prepared by a Registered Civil Engineer with a typical section drawing on a form to <br /> be supplied by the Department of Public Works and submitted to Public Works for <br /> approval. As an option, Public Works will prepare the drawing and estimate for an <br /> additional fee of$115.00. (Development Title Section 9-1150:2) <br /> e. An encroachment permit shall be required for work within the road right-of-way. <br /> i (Development Title Section 9-1145.2) <br /> i f. A National Pollution Discharge Elimination System permit will be required if storm runoff <br /> drains into Lone Tree Creek. Discharge of processed water will not be allowed into the <br /> storm drain retention ponds. (Development Title Section 9-1135.2) <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. Install an approved backflow prevention device on the water well supply system <br /> (California Code of Regulation, Title 17, Section 7603). <br /> l b. The existing private water wells shall be tested for the chemical Dibromochlorop ro pane <br /> 3 (DBCP) and nitrates prior to occupancy. Samples are to be taken and run by a State- <br /> approved lab. (Planning Tdle Section 9-10100-05) <br /> C. State on revised plans or improvement plans the maximum number of employees the <br /> sewage disposal system is designed for and that the leach field area will be barricaded <br /> so that it cannot be driven over, parked on, or used as a storage area. This leach field <br /> area must be used for that specific purpose only and cannot contain any underground <br /> utility lines. <br /> I' <br /> d.
