II. MOUNTAIN HOUSE COMMUNITY SERVICES DISTRICT (STAFF <br /> CONTACT: GABRIEL KA.RAM, 468-9997) <br /> GENERAL <br /> 1. All subdivision improvements including but not limited to subdivision improvement plans, <br /> specifications and master utility plans shall be in conformance with Community Approvals, <br /> including but not limited to the Improvement Standards and Specifications of the Mountain <br /> House Community Services District(MHCSD), the Design Manual, Master Plan, Specific Plan <br /> I, master utility plans, and other standards and plans adopted by the MHCSD. These <br /> improvement plans and specifications must be approved by the MHCSD prior to approval of <br /> each phased Final Map. The plan check fees shall be made with the submittal of the <br /> improvement plans and the field inspection services costs shall be made to the MHCSD prior <br /> to signing of the improvement plans. If the actual costs exceed the estimated costs,the <br /> developer shall pay the balance within 30 days upon receiving an Invoice from the MHCSD. <br /> 2. The developer shall comply with all requirements of State, Federal, and SP I, including but not <br /> limited to County, State and Federal requirements relative to air quality, storm water <br /> discharge, waste disposal and hazardous waste. <br /> 3. All onsite and offsite easements and dedications shall be dedicated to the MHCSD or offer of <br /> dedication to the MHCSD shall be recorded on the Final Map. <br /> 4. All services performed by the MHCSD on any development project will be paid by the <br /> applicant at the full cost including overhead as determined by the MHCSD General Manager. <br /> The General Manager may set an interim fee as a deposit and reconcile to the final cost at <br /> least annually. <br /> 5. Except where provided otherwise in a Project Acquisition Agreement, prior to the recording of <br /> any Final Map, all required infrastructure facilities outside the boundary of the Tentative Map <br /> (water, sewer, storm drainage, electric power, natural gas, telephone, communications, etc.) <br /> necessary to serve Tract 3636 shall be in place and fully operational. The MHCSD General <br /> Manager may defer the installation of a facility if it can be demonstrated to the satisfaction of <br /> the MHCSD General Manager that it is not required for the phase of Tract 3636 being <br /> developed. Any deferral will require the developer to provide the MHCSD a bond insuring the <br /> eventual construction of the facility <br /> 6. All conditions on the"Will Serve"letter from the Mountain House Community Services District <br /> shall be met prior to approval of Final Map. The MHCSD General Manager may defer the <br /> installation of a facility if bonding is provided and it can be demonstrated to the satisfaction of <br /> the MHCSD General Manager that it is not required for the phase of Tract 3636 being <br /> developed. <br /> 7. All reference to approvals herein by the MHCSD shall be interpreted as approval by the <br /> General Manager or his designee except for those approvals specifically delegated by law to <br /> the Board of Directors. <br /> 8. All references to bonding shall mean a bond or any other security acceptable to MHCSD. <br /> 9. Bonding for Public Improvements is required and shall be as specified by the MHCSD. The <br /> developer shall enter into a Subdivision Agreement with the MHCSD for all public <br /> infrastructure prior to approval of the Final Map. <br /> 10. All conditions of approval and all applicable impacts and mitigation measures identified in the <br /> SP I plan are to be met prior to filing of any of the project's Final Maps unless specifically <br /> 6 <br />
