All State <br /> owned signalized intersections affected by this project should be analyzed using the <br /> intersecting lane vehicle (7LV) procedure from the Department's Highway Design <br /> Manual,Topic 406,page 400-21. <br /> • The Department endeavors to maintain a target level of service (LOS) at the transition <br /> between LOS C and LOS D on State highway facilities, including intersections (see <br /> Appendix"C-3"of the TIS guide). If an intersection is currently below LOS "C," any <br /> increase in delay from project-generated traffic should be analyzed and mitigated. <br /> The LOS for wa State operating hi facilities is based upon measures of <br /> P � highway <br /> effectiveness (MOE) (see Appendix "C-2"of the Guide). If an existing State highway <br /> facility is operating at less than this target LOS, the existing MOE should be <br /> maintained. <br /> • To avoid delay during the Dcparhncnt's review of the TIS, please provide in an <br /> electronic format the traffic microsimulation software files (both input and output) <br /> that were used to develop the TIS. <br /> General Comments <br /> • An Encroachment Permit will be required for work(if any) done within the <br /> Department's right of way. This work is subject to the California Environmental <br /> Quality Act. Therefore, additional biological, archaeological, or other environmental <br /> studies may be required as part of the encroachment permits application. A qualified <br /> professional must conduct any such studies undertaken to satisfy the Department's <br /> environmental review responsibilities. Ground disturbing activities to the site prior to <br /> completion and/or approval of required environmental documents may affect the <br /> Department's ability to issue a permit for the project.
