Section 105.2.1) <br />(6) Mechanical refrigeration systems shall comply with all applicable codes (ammonia, etc.). <br />2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Gabriel Karam, 468-3000) <br />a. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable <br />at the time of building permit application. The fee currently is $157.45 per daily trip -end generated <br />in the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the <br />Engineering Construction Cost Index as published by the Engineering News Record. A credit may <br />be allowed if it can be verified that the existing development on this site was in operation on or after <br />April 23, 1990. (Resolution R-96-592) <br />b. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br />c. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br />met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br />required upon submittal of verification. <br />3. DEPARTMENT OF PUBLIC HEALTH SERVICES (Staff Contact Ted Norgard, 468-3443) <br />a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br />usage, including winery waste and number of employees and customers, must be performed prior <br />to the issuance of building permits (Development Title Section 9-1105.2[d]). A nitrate loading <br />study is required, and a review fee of $435.00 must be paid at the time of submittal to the <br />Environmental Health Division. <br />The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br />prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br />or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br />each parcel. A permit fee of $87.00 per percolation hole is required. <br />b. The existing private water wells shall be tested for the chemical dibromochloropropane (DBCP) <br />and nitrates prior to the issuance of building permits. Samples are to be taken and analyzed by a <br />State approved laboratory. (Development Title Section 9-1115.7). <br />c. State on revised site plans the maximum number of employees and customers the sewage <br />disposal system is being designed for and that the leach field area will be barricaded so that it <br />cannot be driven over, parked on, or used as a storage area. This leach field area must be used <br />for that specific purpose only and cannot contain any underground utility lines. (Development <br />Title Section 9-1110.4[c][51) <br />d. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br />Valley Region, prior to development (Water Code, Article 5, Section 13280). <br />e. Open, pump, and backfill the septic tank, seepage pit, or excavation under permit and inspection <br />by the Environmental Health Division to address the relocating of the proposed sewage disposal <br />system. (Development Title Sections 9-1110.3 and 9-1110.4) <br />f. Construction of an individual sewage disposal system under permit and inspection by the <br />Environmental Health Division is required at the time of development as determined by the nitrate <br />loading study.
