• Water Suppy. In Freeway Service Areas outside of communities, a public <br /> water system serving at least each side of the freeway. (General Plan, <br /> Volume I, pg. IV-105) A water system serving only one existing parcel <br /> may be privately owned and operated until additional parcels are served; <br /> then it shall become a public water system. (Development Title Section 9- <br /> 1120.7) <br /> • . Stormwater Drainage: In Freeway Service Areas outside of communities, <br /> a public drainage system serving at least each side of the freeway. <br /> (General Plan, Volume 1, pg. IV-109) In Freeway Service areas outside of <br /> urban communities, development projects served by a public drainage <br /> system planned for the entire freeway service area or one side of the <br /> freeway which discharges into a terminal drain is required except as <br /> follows: <br /> (a) Agency Retention Basins. The public drainage system may discharge into <br /> a retention basin where all of the following exist: <br /> (1) There are no terminal drainage facilities within one thousand(1000) <br /> feet, and; <br /> (2) The site conditions of soil permeability and ground water level allow a <br /> retention basin design to meet San Joaquin County Improvement <br /> Standards. ry <br /> (b) Private Ownership. A drainage system serving only one existing parcel <br /> may be privately owned until additional parcels are served, then it shall <br /> become a public drainage system. (Development Title Section 9-1135.7) <br /> The proposed project site is located outside of the incorporated <br /> urban community of Lockeford and is in the AG-40 zone. The site <br /> does not have access to a public wastewater treatment plan, a public <br /> water system, or a public drainage system; however, upon <br /> finalization of the lot line adjustment it will be one parcel and meet <br /> the service requirements of private ownership. <br /> Market Analysis <br /> • <br /> Market Analysis: A market analysis shall be required as part of a General <br /> Plan Amendment to designate new or significant expansions of Freeway <br /> Service, Community Commercial, or Commercial Recreation designations <br /> on the General Plan 2010 Map. (Planning) (General Plan Volume I, <br /> Commercial Development Implementation Measure No. 2, pg.
