b. The driveway approaches on Wilmarth Road shall be improved in accordance with the <br /> requirements of San Joaquin County Standard R-17. prior to issuance of the occupancy <br /> permit. (Development Title Section 9-1145.5) <br /> C. Dedication to result in a 25-foot-wide right-of-way from the centerline of Wilmarth Road <br /> to the property line shall be required across the frontage of APN 087-160.05, in addition <br /> to a 30-foot by 313-foot comer cut-off (snipe) at State Route 88. (Development Title <br /> Section 9-1150.5) <br /> d. The frontage improvements for Wilmarth Road shall be constructed in conformance with <br /> the standards for ane-half of a 50-foot-wide right-of-way Local Residential Street with <br /> vertical curbs. The construction of the vertical curbs will be deferred upon execution by <br /> the owner of a Deferred Frontage and Roadway Improvement Agreement or a Secured <br /> Deferred Frontage and Roadway Improvement Agreement with a deposit equivalent to <br /> the estimated construction costs prior to approval of the Improvement Plan. A $260.00 <br /> fee currently is required for processing, per Development Title Table 9-240.2, in addition <br /> to a copy of the Grant Deed and an estimate for the required frontage improvements. <br /> The estimate shall be prepared by a Registered Civil Engineer with a typical section <br /> drawing on a foram to be supplied by the Department of Public Works and submitted to <br /> Public Works for approval. As an option, Public Works will prepare the drawing and <br /> estimate for an additional fee of $115.00. . (Development Title Section 9-1150.2 and <br /> Traffic Study by K. D. Anderson) <br /> e. All improvementsshall be in conformance with the Improvement Standards and <br /> Specifications of the County of San Joaquin. Improvement plans and specifications are <br /> subject to plan check and field inspection fees and must be approved by the County of <br /> San Joaquin Department of Public Works prior to issuance of the building permit and <br /> shall be included in the encroachment permit application. (Development Title Section 9- <br /> 910.2) <br /> f. The Traffic Impact Mitigation fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$1,109.00 per <br /> 1,000 gross square feet of building designated as Service Commercial in the Stockton <br /> area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolutions R- <br /> 90-304, R-91-1025, R-93-167, R-94-179, R-95-650, and R-96-592) <br /> g. The Water Supply Facilities Impact Mitigation Fee will be required for this development. <br /> The fee is due and payable prior to issuance of the building permit. The fee currently is <br /> $364.00 per 1,000 gross square feet of building designated as Service Commercial. The <br /> fee shall be automatically increased on January 1 of each year through the year 2005 at <br /> the rate of 7.66 percent. (Development Title Section 9-818.4 and Resolutions R-91-327, <br /> R-94-185, and R-97-5) <br /> h. A street light conforming to San Joaquin County Standard R-32 shall be installed at the <br /> northeast comer of Waterloo Road (State Route 88) and Wilmarth Road. (Traffic Study <br /> by K. D.
