A soil suitability study and a nitrate loading study shall be performed and submitted to <br /> the Environmental Health Division prior to the issuance of any building permit <br /> (Development Title Section 9-1105.2[d]). A review fee of $390.00 must be paid at the f <br /> time of submittal to the Environmental Health Division. <br /> b. State on revised plans or improvement plans the maximum number of employees the <br /> i <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so it cannot be driven over, parked on, or used as a storage area. This leach <br /> field area must be used, for that specific purpose only and cannot contain any <br /> underground utility lines. (Development Title Section 9-1110.4[c][5]) <br /> c. Submit an improvement plan to the San Joaquin County Community Development <br /> Department, for approval by the Environmental Health Division, which shows sewage <br /> and well information as required by the, improvement pian (including a 100 percent <br /> expansion area). <br /> d. Construct an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division at the time of development. (Development Title Sections j <br /> 9-1110.3 and 9-1110.4) <br /> e. Construct a water well under permit and inspection of the Environmental Health Division <br /> prior to occupancy. Should the number of non-resident individuals exceed 24 for at least <br /> 60 days per year, or the number of service connections exceed four, a yearly permit to <br /> operate a public water system under the provisions of Title 22, CCR, will be required by <br /> the Environmental Health Division and San Joaquin County Development Title Sections <br /> 9-1120.2 and 9-1115.9. <br /> 4. SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT: (Staff Contact: <br /> Tracy Roemer, 545-7000) <br /> a. Provide an energy efficient design, including an automated control system for heating/air <br /> conditioning and energy efficiency beyond Title 24 requirements, lighting controls and <br /> energy efficient lighting in buildings, increased insulation beyond Title 24 requirements, <br /> and light colored roof materials to reflect heat. <br /> b. Plant deciduous trees to the south and west facing sides of buildings. <br /> C. Provide low nitrogen oxide (NOx) emitting and/or high efficiency water heaters. <br /> I� d. If transit service is available to the project site, improvements should be made to <br /> encourage residents to use it. If transit service is not currently available but is planned <br /> for the future, appropriate easements should be reserved to provide for future <br /> t improvements such as bus turnouts, loading areas, and shelters. <br /> e.
