C. Orient rear yards away from the railroad tracks with the building interposed between the <br /> tracks and the outdoor activity areas whenever possible, as shown on the Land Use J <br /> Diagram dated July 13, 1999. <br /> D. Use a combination of open space buffer and site planning to mitigate noise from State <br /> Route 120. Maintain a minimum open space buffer distance of 500 feet (per the Land <br /> Use Diagram dated July 13, 1999), and orient rear yards to the side or behind the <br /> residential structures. <br /> (2) The following measures shall be used to reduce interior noise levels: (Mitigation Measure <br /> 4.7-3) <br /> A. Air conditioning shall be incorporated in all residences so windows may be kept closed at <br /> the discretion of the occupants to control environmental noise intrusion. <br /> B. All windows of residences constructed along the railroad corridor which have a view <br /> facing the railroad tracks shall have a minimum Sound Transmission Class (STC) rating <br /> of approximately 30, consistent with the environmental noise analysis prepared by <br /> Bollard Acoustical Consulting for the project site. The final requirements for windows <br /> shall be determined at the time that building plans are developed for the affected lots. <br /> The acoustical analysis during the design phase shall also consider noise control <br /> treatments for the exterior facades of these residences. <br /> (3) The following measures shall be used to reduce construction noise levels: (Mitigation <br /> Measures 4.7-6) <br /> A. Limit construction activity between the hours of 6:00 a.m. and 9:00 p.m. daily. <br /> B. Properly maintain and muffle loud construction equipment. <br /> C. Avoid staging of construction equipment and unnecessary idling of equipment within 200 <br /> feet of residences. <br /> f. AMPHITHEATER: The following requirements shall apply to the amphitheater: (Mitigation <br /> Measure 4.7-4A,B) <br /> (1) An acoustical study must be performed prior to the use of the amphitheater, and the <br /> mitigation measures suggested in the study must be incorporated into the amphitheater prior <br /> to the issuance of building permits for residences. <br /> (2) A disclosure identifying the use of the amphitheater shall be provided to all prospective <br /> residents of the Oakwood Lake development. <br /> g. SECONDARY EMERGENCY ACCESS: The applicant shall provide a secondary emergency <br /> access into the residential community from Bronzan Road and shall be responsible for improving <br /> the roadway from the last house, #2371, west to the project site to meet County standards for fire <br /> emergency access. This mitigation measure will be included in the final map and completed after <br /> construction of the first development phase. The San Joaquin County Department of Public <br /> Works and the Manteca/Lathrop Fire District will review the final map and verify with an on-site <br /> inspection that this mitigation measure has been completed. This mitigation measure is shown <br /> on the tentative map. This will be included as a condition of approval.
