If the Riparian Brush Rabbis is found to occupy the project site, and the <br /> biologist conducting the pre-construction survey determines that project construction may result in <br /> "take" of this species, the applicant shall consult with the U.S. Fish and Wildlife Service in <br /> accordance with the Endangered Species Act. (Mitigation Measure 4.8-1) <br /> I. DUST CONTROL PLAN: The applicant shall prepare a dust control plan that incorporates the <br /> following measures: (Mitigation Measure 4.8-1) <br /> (1) Limit traffic speeds on unpaved roads to 15 mph. <br /> (2) Install wheel washers for all exiting trucks, or wash off all trucks and equipment leaving the <br /> site. <br /> (3) Suspend excavation and grading activities when winds exceed 20 mph. <br /> (4) Limit the area subject to excavation, grading, or other construction activity at any one time. <br /> m. AIR POLLUTION CONTROLS: The following measures shall be incorporated: (Mitigation <br /> Measure 4.8-3) <br /> (1) Use energy efficient design including automated control systems for heating/air conditioning <br /> and energy efficiency beyond Title 24 requirements, lighting controls and energy-efficient <br /> lighting in buildings, increased insulation beyond Title 24 requirements, and light colored roof <br /> materials to reflect heat. <br /> (2) Provide low nitrogen oxide emitting and/or high efficiency water heaters. <br /> (3) Allow only natural gas fireplaces or EPA-certified wood burning fireplaces/stoves. <br /> Conventional open-hearth fireplaces should not be permitted. <br /> (4) Sidewalks and bike paths should be installed throughout as much of the project as possible <br /> and should connect residences and commercial/recreation uses. <br /> (5) Provide secure bicycle parking facilities at the commercial area. <br /> (6) Provide residential garages with electrical service that would allow installation of electric car <br /> recharge outlets at a later date. <br /> (7) Provide outdoor outlets at residences to allow use of electrical lawn and landscape <br /> maintenance equipment. <br /> n. STORM WATER POLLUTION PREVENTION PLAN: A Storm Water Pollution Prevention Plan <br /> (SWPPP) shall be prepared prior to construction of the proposed subdivision. The SWPPP shall <br /> be submitted to the Regional Water Quality Control Board and San Joaquin County Department <br /> of Public Works.
