(2) The project geotechnical engineer shall identify areas of expansive soils throughout the site <br /> and provide specific recommendations to stabilize expansive materials that may be used for <br /> subgrade support and utility encasement or to construct foundations able to resist the <br /> damaging effects of the expansive soil movement. (Mitigation Measure 4.2-2) <br /> (3) All fill materials that will support building foundations and roadway subgrades should be fully <br /> compacted in accordance with the geotechnical engineer's recommendations before the <br /> construction of the project improvements. If necessary, fills should be surcharged until the <br /> geotechnical engineer determines that the fill material as well as the underlying basement <br /> soils have sufficiently consolidated to effectively support improvements constructed on the <br /> surface. (Mitigation Measure 4.2-3) <br /> (4) The proposed project shall conform to all State Reclamation Board and RD 17 setback <br /> restrictions placed on the creation of privately owned parcels and on the construction of both <br /> public and private improvements in the vicinity of the Walthall Slough levee. (Mitigation <br /> Measure 4.24A) <br /> (5) The applicant and RD 17 should develop a setback or emergency access plan along the San <br /> Joaquin River that would protect existing development entitlements adjacent to the river while <br /> also preserving a reasonable area for the performance of work in the event of levee seepage <br /> or an impending levee failure. Approval of this plan would be granted by RD 17 in the form of <br /> a variance to its standard levee setback requirements, at the discretion of the District's Board <br /> of Trustees. (Mitigation Measure 4.2-4B) <br /> (6) The project geotechnical engineer shall determine the degree to which supporting soil layers <br /> in the vicinity of the proposed effluent disposal ponds, or elsewhere on the site, would be <br /> saturated by high groundwater levels and subject to liquefaction. Where it is determined that <br /> liquefaction could occur, project improvements shall be constructed with foundations <br /> designed to resist the additional movement and loss of support that might occur within <br /> localized areas during an earthquake. This mitigation measure will be completed during and <br /> after construction. The San Joaquin County Public Works Department shall confirm that the <br /> improvements have been constructed according to plans. (Mitigation Measure 4.2-5A) <br /> (7) Slopes around the perimeter of the lake shall be designed to resist any loss of lateral support <br /> that might occur in response to an earthquake, and all project improvements shall be setback <br /> from the top of slope as required to be beyond the potential effects of lateral spreading. This <br /> mitigation measure will be completed during and after construction. The San Joaquin County <br /> Public Works Department shall confirm that the improvements have been constructed <br /> according to plans. (Mitigation Measure 4.2-5B) <br /> (8) Construct all proposed buildings and perform all earthwork in accordance with the Uniform <br /> Building Code and with all applicable provisions of the San Joaquin County Grading <br /> Ordinance. These designs would be based on estimates of peak and maximum repeatable <br /> earthquake-induced ground surface accelerations expected to occur on the project site as <br /> calculated by the project geotechnical reports. This mitigation measure will be completed <br /> during and after construction. The San Joaquin County Public Works Department shall <br /> confirm that the improvements have been constructed according to plans. (Mitigation <br /> Measure 4.2-5C) <br /> (9) The proposed boat storage dock and access ramp shall be designed and constructed in <br /> accordance with all conditions set forth by RD 17 in its engineering consultant's response to <br /> the Draft EIR, dated August 16, 2000, and with all additional conditions that may be identified <br /> subsequent to further review, as may be needed to protect the integrity and stability of the <br /> San Joaquin County PA-0200098\Beck Properties <br /> Community Development Page 13 <br />
