WATER/GROUNDWATER RESOURCES: The following provisions regarding water and <br /> groundwater resources shall be complied with: <br /> (1) Treat the project/water supply as required to meet all applicable primary and secondary <br /> drinking water standards. (Mitigation Measure 4.3-1) <br /> (2) Provide storage facilities as needed to meet all fire protection, peak domestic demand and <br /> emergency back-up requirements. (Mitigation Measure 4.3-2) <br /> (3) Perform the necessary analysis and prepare an assessment and protection plan for all wells <br /> that will supply water to the proposed project, in accordance with applicable ODWW <br /> requirements. The plan shall be designed to provide a long-term source of potable water. <br /> (Mitigation Measure 4.3-3) <br /> (4) Properly seal all wells that are to remain in service in accordance with all potable water <br /> supply requirements. All wells that will be taken out of service or not used, including test <br /> wells, shall be abandoned and "destroyed" prior to the beginning of any earthwork operations. <br /> (Mitigation Measure 4.3-4) <br /> (5) Construct a new primary water supply well as detailed in the Kleinfelder report; or initiate a <br /> groundwater mitigation and monitoring program to ensure that increased use of water at <br /> Oakwood Lake's equipment yard well or any other well, does not adversely affect existing <br /> wells in the project vicinity. Oakwood Lake Water District (OLWD) would be responsible for <br /> funding the monitoring program and for implementing any subsequently required mitigation <br /> measures. The program shall be designed in accordance with the following <br /> recommendations set forth by Kleinfelder, Inc.: <br /> Semi-annually record static and dynamic groundwater elevations in all operating OLWD <br /> wells and in the following private wells: at 20373 South Woodward Avenue, at 916 East <br /> Lake Avenue and 896 East Willow Avenue. The monitoring would be performed to <br /> document changes in groundwater elevations within the Oakwood Lake vicinity, and to <br /> provide the baseline information needed to evaluate whether such changes are <br /> associated with increased withdrawals by OLWD or with other factors not related to <br /> operations at Oakwood Lake (such as a drought that lowers all groundwater below the <br /> level of some existing, local wells, or the installation of additional wells in the project <br /> vicinity). <br /> Monitoring would be performed by a qualified consultant approved by the Environmental <br /> Health Department of the San Joaquin County Department of Public Health Services. <br /> The number and/or distribution of wells included in the monitoring program could be <br /> modified in the future if the program consultant or the Environmental Health Department <br /> determines that specific wells are obviously outside the OLWD zone of influence, or that <br /> other wells not designated in this mitigation are likely to be affected by OLWD <br /> withdrawals. <br /> In the event the Environmental Health Department receives a complaint from the owner <br /> of any "qualified" property in the Oakwood Lake vicinity alleging that the normal operation <br /> of their well is being adversely interfered with by the increased use of groundwater <br /> associated with the development of the proposed project, OLWD shall temporarily <br /> suspend operation of its principal supply well, if the Environmental Health Department <br /> determines that the monitoring data confirms the OLWD well may be the source of the <br /> San Joaquin County PA-0200098\Beck Properties <br /> Community Development Page 14 <br />
