interference. <br /> Qualified properties include only those located in Weatherbee Lake, north of Williamson i <br /> Road, and within 1,000 feet of the project boundary along Bronzan Road, that also had <br /> operating, potable water wells as of the date of project approval. <br /> Adverse interference would include, but not be limited to, lowering of the pumping level <br /> below the intake of the complainant's well. <br /> Evaluation of the monitoring data would be performed by a qualified consulting firm <br /> approved by the Environmental Health Department. <br /> If it is determined by the Environmental Health Department that conditions in the <br /> complainant's well are not being caused by OLWD operations, normal use of the principal <br /> supply well may be continued. <br /> If the monitoring data indicate the OLWD well may be interfering with the complainant's <br /> well, additional tests shall be performed, as recommended by the consulting firms, to <br /> determine the severity of the interference and to identify appropriate remedial measures. <br /> It is recognized this investigation may determine that the documented problem is caused <br /> by deficiencies in the complainant's well that are unrelated to operations of the OLWD. <br /> OLWD shall implement the recommended measures to stop the adverse interference. It <br /> is expected these measures could include, but would not be limited to, rehabilitating the <br /> OLWD well or installing a new OLWD supply well a minimum of 1,000 feet from any <br /> existing, offsite well, so as to reduce the demonstrated impact on the neighboring well, <br /> and no closer to the San Joaquin River than the existing well. If a new OLWD well is <br /> installed, the existing supply well would then be placed on stand-by status, as a back-up <br /> to the new well. (Mitigation Measure 4.3-5) <br /> (6) In addition to incorporating water conservation measures required by law, the Oakwood Lake <br /> Water District should institute a more comprehensive water conservation program for the <br /> entire Oakwood Lake site. Provisions that might be included in such a program would <br /> include: <br /> A. Restricting the hours when landscape irrigation is permitted; <br /> B. Require incorporation of xeriscape landscaping techniques on both public and private <br /> properties; <br /> C. Irrigate all publicly maintained parks, landscape features and buffer zones, to the extent <br /> feasible, either with reclaimed wastewater or with water drawn from shallow, non-potable <br /> wells located immediately adjacent to Oakwood Lane. (Geotechnical studies must <br /> demonstrate the wells are using groundwater that would otherwise seep into the lake and <br /> be discharged to the San Joaquin River). <br /> t. DRAINAGEIWATER QUALITY: The following provisions regarding drainage and water quality <br /> shall be complied with: <br /> (1) In addition to the RD 17 levee repair requirements described in the Geology/Soils/Seismicity <br /> section of this EIR, the applicant shall construct a seepage collection system along the outer <br /> edge of the patrol road that is to be constructed at the levee toe. This system shall be <br /> provided with a positive drainage outlet connection.
