(2) Incorporate long-term source control and pre-discharge treatment measures, such as <br /> �- grassed filtration areas, into the SWPPP, as required to comply with any new water quality <br /> monitoring conditions incorporated into Oakwood lake/revised dewatering permit by the <br /> RWQCB. This shall include grassed filtration areas incorporated into the final design. <br /> (Mitigation Measure 4.4-3) <br /> u. WASTEWATER: The following provisions regarding wastewater shall be complied with: <br /> (1) Soils investigations shall be performed to determine percolation rates at the site of all existing <br /> and proposed aeration ponds. If it cannot be shown that the existing soils would effectively <br /> seal off all seepage from the ponds, the ponds should be lined with clay or with an artificial <br /> impermeable membrane. (Mitigation Measure 4.5-3) <br /> (2) Working in cooperation with the RWQCB, the applicant shall establish reasonable buffer <br /> zones around the treatment plant and aeration ponds as needed to ensure that odors do not <br /> adversely affect current and future residents. In addition, the applicant shall demonstrate that <br /> the OLWD would staff the treatment plant as needed to ensure its proper, efficient operation <br /> as part of an odor control program. (Mitigation Measure 4.5-4) <br /> (3) Perform geotechnical investigations adjacent to the San Joaquin River levee as needed to <br /> demonstrate that the existing treatment plant can be safely reconfigured and expanded at its <br /> current location. (Mitigation Measure 4.5-5) <br /> v. PUBLIC SERVICES: The following provisions regarding public services shall be complied with: <br /> (1) Plans shall include a circular pedestrian/bicycle trail throughout the entire residential <br /> development. (Mitigation Measure 4.9.38) <br /> (2) The Sheriffs Department shall have the opportunity to review subdivision plans prior to <br /> County Planning Commission review and approval. (Mitigation Measure 4.9.3C) <br /> (3) The applicant will be assessed residential impact fees of$2.80 per square foot to help offset <br /> the costs for school facilities. (Mitigation Measure 4.9.4) <br /> w. BIOLOGICAL RESOURCES: The following provisions regarding biological resources shall be <br /> complied with: <br /> (1) The project shall comply with Section 9-1505 of the County Development Title, and all mature <br /> oaks on the site shall be preserved to the maximum extent feasible. Tree trunk location shall <br /> be mapped by an engineering survey, and the condition of individual trees evaluated by a <br /> certified arborist prior to finalization of plans for the mobile home expansion and residential <br /> development in Areas 4 and 5 on Figure 4.10-1. Adequate setbacks shall be provided <br /> around the base of all trees to be retained, with grading, construction, and creation of <br /> impervious surfaces generally restricted outside the dripline of individual trees. This may <br /> include adjustments to proposed lot lines and roadway alignments necessary to protect <br /> individual trees and tree clusters. (Mitigation Measure 4.10-2A) <br /> (2) Future landscaping shall include use of native tree and shrub species to enhance the habitat <br /> value of landscape plantings.
