John L. Funderburg 2 <br /> Community Development Department <br /> PA-1100197 <br /> RECOMMENDATIONS: <br /> 1. The Parcel Map requirement is waived. A Certificate of Compliance is required. A fee based on the current <br /> fee schedule.is required for the processing of the Certificate of Compliance. <br /> (Development Title Section 9-890.4) <br /> 2. All easements of record shall be referenced on the Certificate of Compliance. (Development Title Section <br /> 9-910.20) <br /> d <br /> 3. A perpetual nonexclusive access easement across pertinent parcels for the benefit of parcels not fronting a <br /> public roadway shall be described and/or referenced on the Certificate of Compliance. <br /> 4. Proposed private access and utility easements shall be provided for the benefit of Parcels 2 through 10, <br /> inclusive.The requirement for these easements shall be described on the Certificate of Compliance and shall <br /> be noticed on a recorded Notice of Minor Subdivision Restriction. The Notice shall read as follows: <br /> We also hereby make an irrevocable offer to provide private access and utility easements across Parcels 1 <br /> through 4 and Parcels 6, 7, 9 and 10 for the benefit of Parcels 2 through 10 upon conveyance of any of <br /> Parcels 1 through 10 inclusive to another party. <br /> 5. Prior to recording the Certificate of Compliance, the private access roadway shown on the Tentative Map <br /> extending from the easterly terminus of Frazier Road to the southwest corner of Parcel "1" shall be <br /> constructed in conformance with the standards for a 50-foot wide right-of-way rural residential road. <br /> (Development Title 9-1150.15(d). Drainage from the portion of the improved private access roadway shall <br /> be retained on-site by a retention basin(s). Hydrologic and hydraulic analyses shall be provided and <br /> demonstrate that all drainage from the improved roadway,both downstream and upstream of the discharge, <br /> will not be subject to a higher flood level as a result of the proposed drainage. (Development Title Section <br /> 9-1135.2) The remaining private roadways and turnarounds as shown on the Tentative Map shall be <br /> constructed in conformance with County fire road standards. <br /> a) The roadway improvements, the retention of roadway drainage and the hydrologic and hydraulic <br /> analyses for the roadway improvements can be deferred upon execution of a recorded agreement with <br /> the County of San Joaquin which provides for completion of the entire roadway improvements prior <br /> to issuance of any non-agricultural building permit for any of the parcels. A fee for processing the <br /> agreement will be required. (Development Title Section 971100.3U]) <br /> 6. Prior to recording the Certificate of Compliance,the developer shall prepare and record a mechanism that <br /> notices future owners and provides for funding and maintenance]of the private roadways. <br /> 7. Drainage from the improved portion of each parcel shall be retained on-site by a retention basin at the time <br /> of development of each parcel. A soils report to evaluate whether adequate percolation is available shall be <br /> submitted and approved for each parcel prior to development of any of the parcels. Hydrologic and, <br /> hydraulic analyses shall be provided and demonstrate that all property, both downstream and upstream of <br /> the discharge, will not be subject to a higher flood level as a result of the proposed drainage. (Development <br /> Title Section 9-1135.2) <br /> 8. All improvements shall be in conformance with the current Improvement Standards and Specifications of <br /> the County of San Joaquin. All improvement plans and specifications shall include grading plan for each <br /> individual lot, if applicable. A grading plan shall be submitted as a part of the improvement plans and <br /> approved prior to approval of the Certificate of Compliance. The grading plan shall contain the information <br /> listed in the California Building Code (CBC),Appendix, Chapter 33, Section 3309, complete drainage <br /> details and elevations of adjacent parcels. Retaining wall"details,shall be submitted where applicable. <br />
