k. All new structures and/or substantial improvements constructed on the parcel within the 100-year <br /> flood plain limits shall be elevated a minimum.of two feet above the highest grade adjacent to the <br /> structures. <br /> I. Drainage from each parcel shall be retained on the site by a retention basin(18-inch maximum <br /> depth) and shall be noticed by a statement on the site map. Drainage from the parcel shall be <br /> calculated prior to the release of building permits. (Development Title Section 9-1135.3) <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Raymond Borges,468-3284) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study incorporating <br /> the number of proposed staff and clients and indicating that the area is suitable for septic tank usage. <br /> This must be performed prior to issuance of building permits(Development Title Section 9- <br /> 1105.2[d]). A nitrate loading study is required, and a review fee of$445.00 must be paid at the time <br /> of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. A permit fee of$89.00 per percolation hole is required. <br /> NOTE: The study should attempt to identify the specialized type of waste that could be generated <br /> (i.e., hospital wastes)from this facility. <br /> b. The project shall be served by a packaged sewer collection and treatment system constructed in <br /> conformance with the requirements of the San Joaquin County Environmental Health Department <br /> and the California Regional Water Quality Control Board. A waste water treatment plant study <br /> acceptable to the Environmental Health Department is required prior to approval of the improvement.- <br /> plans of any work within the site. (Development Title Section 9-1105.2) <br /> c. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development. (Water Code,Article 5, Section 13280) <br /> d. Construct a water well under permit and inspection of the Environmental Health Department prior to <br /> occupancy. Should the number of non-resident individuals exceed 24 for at least 60-days per year, <br /> or the number of service connections exceed four, a yearly permit to operate a public water system <br /> will be required by the Environmental Health Department. (Development Title Sections 9-1120.2 and <br /> 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water. Prior to final occupancy, the applicant shall make application to the Environmental Health <br /> Department for the appropriate permit for medical waste according to California State laws. <br /> 4.
