PA-0300164 OF ART CABRAL ETAL <br /> & CLIFFORD VANDER VEEN &A TRUST ETAL (C/O MOYER <br /> CONSULTING) (APN: 177-100-07 & 31) (ADDRESS: 2033 & 2201 E. <br /> FRENCH CAMP ROAD, MANTECA) <br /> The applicant is proposing to establish a drug and alcohol treatment group home for the <br /> Native American community in two (2) phases over a three (3) year period. The group <br /> care facility intends to provide job-training services with an agricultural emphasis. The <br /> treatment program is a 90-day program followed by a transitional program, which is also <br /> typically a 90-day program. (Use Type: Group Care-Farm Related). The transitional <br /> program provides aide to residents who recently completed the treatment program, to <br /> find jobs and establish employment history. Development Title Section 9-115.115(d) <br /> defines the Group Care-Farm Related use type as a group care facility on a farm, ranch, <br /> or camp setting wherein a bona fide commercial agricultural enterprise, animal <br /> husbandry, or farm-related vocational educational program, along with skills training and <br /> outdoor-oriented personal fitness training, are substantial elements of the program <br /> provided, and where the density for the facility is three (3)full time residents for each five <br /> (5) acres. <br /> There are two (2) parcels associated with the project, a 40-acre parcel and a 100-acre <br /> parcel. All construction will occur on the 40-acre parcel. As a result, there will be a <br /> maximum of eighty-four (84) beds on the site at the build out stage. The facility will <br /> employ a total of twenty-five (25) workers who will work during three (3) separate shifts <br /> on a 24-hour basis. <br /> The General Plan designation of the project site is A/G (General Agriculture) and the <br /> zone is AG-40 (General Agriculture-40 acre minimum). The parcels are located on the <br /> north side of French Camp Road, approximately 1,300 feet west of Union Road, south of <br /> Stockton. <br /> 1 <br />
