October 29, 1999 <br /> Planning Commission, <br /> Concerning Proposed Slaughterhouse <br /> As a resident of Frewert Road in Lathrop, I still highly object to the proposed <br /> slaughterhouse. The Stangnos' are changing a lot of items originally proposed to your board. <br /> The following list is a summary of these changes: <br /> 1. A sewage pond was built next to my neighbor's front door, approximately 100 feet <br /> away. The proposed location was at the back of the property. <br /> 2. An older mobile home(office) has been moved next to Frewert Road, but it was <br /> proposed to be on the side of the property. <br /> 3. Hundreds of animals reside in the old chicken buildings. <br /> 4. Diesel trucks arrive day and night. <br /> 5. An astounding amount of junk accumulates around the property, creating an eyesore. <br /> 6. Dogs and goats run loose a lot. <br /> 7. A larger abattoir has been requested. <br /> 8. A larger office building and storage building has been requested. <br /> 9. A future 4,000-foot freezer building has been requested. <br /> 10. Proposed animal slaughter is now at approximately 500 animals per day. <br /> Listed below are concerns and observations from myself and other neighbors: <br /> 11. Frewert Road is too narrow to have diesel trucks on a daily basis. The <br /> Stagnos' should be required to widen the street and install sidewalks(in front). <br /> 12. Flies have been present since they began housing livestock and piling manure. <br /> 13. We request that the Stagnos' fence their property to prevent animals from <br /> escaping, and so sewer run-off(airbome pathogens) from their manure does not sprinkle <br /> on our property. <br /> 14. We request that the Stagnos' be required to remove manure on a weekly basis. <br /> Monthly removal is not accepted. <br /> 15. We request manure removal to be at least one mile away from slaughterhouse <br /> property. An area behind my property previously served as a manure dump-site. We feel <br /> the Stagnos' will dump their manure here. Flies and smell will only increase. <br /> ***16. Since all of these are major changes, we feel that anew environmental impact <br /> report is to be made. The original cannot be used since this project is now more massive. <br /> 17. Please consider the hundreds of new homes that the city of Lathrop has <br /> approved, which will be directly behind this slaughterhouse. The future will consist of <br /> nothing but complaints and lawsuits from new residents. <br /> 18. We also feel that since Stagno has threatened to sue the county(during a newspaper <br /> interview) if his plan is rejected, the commission cannot give an unbiased response. <br /> Please take these concerns into consideration when re-evaluating the Stagnos' permit. <br /> Sincerely, <br /> Reed Rick Reed <br /> No Frewert Rd. <br /> Lathrop.Ca rnla <br /> -68- <br />
