improvements shall be retained on the site. The drainage pattern and corresponding <br /> storm drain improvements shall be shown on the Improvement Plan. A plan check fee <br /> will be required. (Development Title Section 9384) <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a- An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.4) <br /> b. The driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development <br /> Title Section 9-1145.5) <br /> C. The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road with a 25- <br /> foot-wide right-of-way from the centerline of Frewert Road to the property line across the <br /> developed portion. A$225.00 fee currently is required for processing, per Development <br /> Title Table 9-240.2, in addition to a copy of the Grant Deed, recording fee, and a legal <br /> description of the parcel to be offered for dedication. (Development Title Section 9- <br /> 1150.2) <br /> d. The frontage improvements for Frewert Road shall be constructed in conformance with <br /> the standards for one-half of a 25-foot-wide right-of-way rural road across the developed <br /> portion. The construction of the frontage improvements will be deferred upon execution <br /> by the owner of a Deferred Frontage and Roadway Improvement Agreement or a Secured <br /> Deferred Frontage and Roadway Improvement Agreement with a deposit equivalent to the <br /> estimated construction costs prior to approval of the Improvement Plan. A $260.00 fee <br /> currently is required for processing, per Development Title Table 9-240.2, in addition to <br /> a copy of the Grant Deed and an estimate for the required frontage improvements. The <br /> estimate and legal description shall be prepared by a Registered Civil Engineer with a <br /> typical section drawing on a form to be supplied by the Department of Public Works and <br /> submitted to Public Works for approval. As an option, Public Works will prepare the <br /> drawing and estimate for an additional fee of $115.00. (Development Title Section 9- <br /> 1150.2) <br /> e. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is $164.07 per <br /> additional daily trip-end generated in the Lathrop area. The fee shall be automatically <br /> adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. (Resolutions R-90304, R-91-1025, R-93-167, R-94-174) <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. Destroy or properly seal any abandoned wells under permit and inspection by the <br /> Environmental Heaith Division. (Development Title Section 9-1115.5(e)) <br /> b. State on revised plans or improvement plans the maximum number of employees and <br /> patrons the sewage disposal system is being designed for and that the leach field area <br /> will be barricaded so that it cannot be driven over, parked on, or used as a storage area. <br /> This leach field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines.
