Mountain House Specific Plan III — <br /> ........................................................................................................................................................................... <br /> 16.2.2.3 Storm Drains <br /> Storm drainage and flood protection facilities will be constructed at the same time as the streets and other <br /> major infrastructure and will be maintained by the MHCSD. A maintenance and operation plan for the <br /> detention basin and flood protection facilities shall be prepared and accepted by the MHCSD prior to the <br /> approval of the first final map in Neighborhood A/B. Maintenance personnel,vehicles,and equipment <br /> may be shared with other facility maintenance crews to achieve staffing efficiency and cost reductions. <br /> These maintenance costs have been incorporated in the fiscal analysis presented in the PFP and the <br /> MHCSD Fiscal Analysis. <br /> 16.2.2.4 Energy and Communications _ <br /> Electrical power distribution will be installed on an as-needed basis as part of the on-site roadways. The <br /> initial service line extensions will require accelerated planning and construction to coincide with the start — <br /> of residential development. <br /> Natural gas will also be provided on an as-needed basis as part of the on-site roadways. However,the <br /> relocation of the existing gas line from Mountain House Parkway to Central Parkway will require detailed <br /> planning and phasing. Telecommunications will also be provided on an as-needed basis and will be <br /> developed along with on-site roadways. <br /> 16.2.2.5 Potable Water <br /> The water treatment plant(WTP)north of Byron Road will be expanded to accommodate the projected _ <br /> demand of development within the planning areas of Specific Plans II and III. The existing WTP has a <br /> capacity of 3.0 mgd, and at full build-out will have a capacity of between 17.1 mgd and 20 mgd. One or <br /> two more phased expansions will be needed to bring the plant to its planned full buildout capacity. <br /> Storage tanks are assumed to be phased in three increments after the first Specific Plan. Water storage <br /> tanks for both Zones I and 11 will be required to be constructed as part of the Specific Plan HI <br /> development. The proposed tank site location alternatives are depicted on Figure 12.1. <br /> 16.2.2.6 Wastewater <br /> The Waste Water Treatment Plant(W WTP)north of Byron Road will be expanded to accommodate the <br /> projected demand of development within the planning areas of Specific Plans II and 111. The present <br /> W WTP has a treatment capacity of 0.45 MGD and is currently being enlarged to a capacity of 3.0 MGD. <br /> In order to accommodate development within Specific Plan II and III, the engineering design process for <br /> the second expansion is now beginning. It is planned that by early 2006, the W WTP will have the <br /> capacity to treat 5.4 MGD of wastewater, its planned buildout capacity under the Master Plan.
