1 INTRODUCTION
<br /> 1.1 PROPOSED PROJECT REQUIRING ENVIRONMENTAL ANALYSIS
<br /> San Joaquin County(County)and Gerry N. Kamilos,LLC (GNK,LLC)are seeking adoption of the College Park
<br /> at Mountain House Specific Plan III, hereafter referred to as College Park(proposed project).A specific plan is a
<br /> planning document that helps implement the goals,policies,and objectives of the general plan or applicable
<br /> ' master plan.It provides more precise planning for a portion of the area covered by the Mountain House Master
<br /> Plan(MHMP)(the larger planning area). A specific plan typically includes a land use plan,development table,
<br /> infrastructure plans,phasing plan,design standards,development standards, and implementation strategies for the
<br /> development of a portion of the area covered by the larger master plans.
<br /> The specific plan area(i.e.,project site)is located in the southwest portion of unincorporated San Joaquin County,
<br /> r. approximately 3 miles west of the City of Tracy and just northeast of the intersection of Interstate 205 (I-205)and
<br /> Interstate 580(I-580).
<br /> r, College Park is the third of three specific plans proposed under the MHMP, which was adopted by the County in
<br /> 1994(San Joaquin County 1994). Each Specific Plan is summarized below:
<br /> ► Specific Plan I: Specific Plan I, approved in 1994 and currently under construction, includes approximately
<br /> ' 1,398 acres located north of the proposed project site, generally between Mascot Road and Byron Road
<br /> (although a small portion,the Mountain House Business Park,is located immediately southwest of the
<br /> College Park project site).Development will include 3,953 dwelling units(not including 189 second units),
<br /> 310 acres of commercial/industrial property,and three kindergarten through 8th grade(K-8)schools.
<br /> Specific Plan H: Specific Plan II, approved in early 2005, includes 2,302 acres located north of the College
<br /> Park project site, generally north of Byron Road(although approximately one-third of the Specific Plan II
<br /> area is located between Grant Line Road and Mascot Road).Development is proposed to include 9,350
<br /> dwelling units and 450 second units(not including 382 acres of commerciallindustrial property and five K-8
<br /> schools, and one high school).
<br /> Specific Plan III(College Park): College Park,which is the subject of this Draft Environmental Impact
<br /> Report(Draft EIR), includes approximately 815 acres located between Grant Line Road and I-205, and a
<br /> .. portion is located along Mountain House Parkway extending north of Grant Line Road to approximately 500
<br /> feet south of Mascot Road.Development under the College Park project is proposed to include 2,302
<br /> residential units(not including 233 second units), 1,763,390 square feet of commercial,office,and industrial
<br /> ~ property, 42.3 acres of parks,two K-8 schools,a 108.8-acre community college, 74.6 acres of arterial roads,
<br /> and 33.3 acres of open space.It would include three of the 12 neighborhoods envisioned under the MHMP
<br /> (i.e.,Neighborhoods A and B, and the eastern portion of Neighborhood D). San Joaquin County is the lead
<br /> agency.The College Park project also includes an area of approximately 50 acres of Specific Plan I, located
<br /> along the north side of I-205,just west of the Mountain House Business Park,- this was originally planned
<br /> under Specific Plan I and is being replanned under the College Park Specific Plan.
<br /> The College Park project is a mixed-use project.The proposed project includes changes(i.e., amendments)to the
<br /> land uses previously approved for the site in the MHMP.These changes relate to changes in market conditions,
<br /> the purchase by the San Joaquin Delta Community College District(SJDCCD)of a portion of the site for a
<br /> community college, and the presence of high-voltage electrical-transmission lines and high-pressure natural gas
<br /> and oil pipelines that present constraints at the project site.The proposed project includes both program-level(i.e.,
<br /> specific plan)and project-level(i.e.,Tentative Map)components.
