The proposed project is described more fully in Chapter 3,"Project Description." The specific plan for the <br /> proposed project is available under separate cover from the San Joaquin County Community Development <br /> Department, 1810 East Hazelton Avenue, Stockton,California 95205. <br /> 1.2 PURPOSE OF THE EIR <br /> An environmental impact report (EIR)analyzes the environmental effects of a proposed project, indicates ways to <br /> reduce or avoid potential environmental effects resulting from the project(i.e., design changes or mitigation <br /> measures), and identifies alternatives that are capable of avoiding or reducing any significant impacts of the <br /> proposed project.An EIR must also disclose significant environmental effects that cannot be avoided or reduced <br /> to a less-than-significant level, growth-inducing effects, effects found not to be significant,and cumulative <br /> impacts.The purpose of an EIR is not to recommend approval or denial of the project,but to provide information <br /> to aid the decision-makers,permitting agencies,and the public about the environmental impacts of the project. <br /> The purpose of this EIR is to provide CEQA clearance for the College Park project. <br /> 1.3 TYPE OF EIR <br /> PROJECT/PROGRAM EIR <br /> This Draft EIR has been prepared in accordance with CEQA,as amended(Public Resources Code[PRC] Section <br /> 21000, et seq.), and the CEQA Guidelines(California Code of Regulations [CCR] Section 15000, et. seq.). This - <br /> report also complies with the rules,regulations, and procedures for implementation of CEQA outlined in the <br /> MHMP and adopted by San Joaquin County. <br /> This Draft EIR is a combination Project and Program EIR as defined by Sections 15161 and 15168 of the CEQA <br /> Guidelines,respectively.A Project EIR examines the environmental impacts of a specific project.It assumes that <br /> no further CEQA review would be required as long as the development proposals made under the project are: (1) <br /> within the scope of the project(i.e.,are consistent with the location,type,density,intensity, and development <br /> guidelines of the development originally set forth under the project); and(2)would not exacerbate the significant <br /> impacts identified in the EIR for the project or result in new significant impacts.A Program EIR examines the <br /> environmental impacts of a series of actions that regulate development of a specific area, such as a specific plan, <br /> but for which specific development proposals are not proposed at the time. It assumes that at such time as <br /> development proposals for the given area are made and project details are available,the development proposals <br /> will undergo CEQA review to if they are within the scope of the EIR. If yes,no further CEQA determination - <br /> review would be required. If no, further CEQA review would be required.This Draft EIR is both a Project EIR <br /> and a Program EIR because,although a specific plan is proposed for the whole of the project site,Tentative Maps <br /> are being proposed as part of the specific plan for most,but not all,of the project site.Those portions of the <br /> project site where Tentative Maps are not being proposed at this time receive a program-level analysis,with <br /> mitigation recommended that outlines performance standards that must be undertaken before approval of <br /> subsequent elements. _ <br /> This EIR strives to provide all analyses at the higher level of detail associated with Project EIRs for the entire <br /> project, including the program-level components,where possible.Where required,the mitigation in this EIR is <br /> broken down into project-and program-level mitigation,where there are substantive differences in the mitigation. <br /> PREVIOUSLY PREPARED FIRS <br /> This Draft EIR relies on the Final EIR for the Mountain House Master Plan and Specific Plan I(MEW EIR) <br /> (San Joaquin County 1994)and the Final Supplemental EIR for Delta College at Mountain House(hereafter <br /> referred to as the"Delta College EIR")(SJDCCD 2002)where appropriate to: <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Introduction 1-2 San Joaquin County <br />
