Maximize the use of information from previously prepared EIRs,where feasible,and update the information, <br /> ` where necessary; <br /> ► Present those mitigation measures identified in previously prepared EIRs in the"Regulatory Setting"sections <br /> of Chapter 4,"Environmental Setting, Impacts,and Mitigation Measures"and assume implementation of <br /> ` these mitigation measures(which are applicable to the proposed project under the Mitigation Monitoring <br /> Programs of these previously prepared EIRs)by the proposed project; <br /> ► Identify any potentially significant impacts that would occur despite the application of the mitigation <br /> measures from previously prepared EIRs; and <br /> •. . Identify additional mitigation measures to avoid or reduce any remaining significant impacts to less-than- <br /> significant levels. <br /> The environmental effects associated with the development of the College Park site were evaluated in two <br /> previous EIRs; the MHMP EIR(San Joaquin County 1994)and the Delta College EIR(SJDCCD 2002).The <br /> MHMP EIR evaluated development of the College Park site as three of the 12 neighborhoods planned for by the <br /> MHMP(Neighborhoods A,B, and the eastern portion of Neighborhood D).These were envisioned as mixed-use <br /> neighborhoods with residential,commercial,limited industrial, office, schools, and park uses.Policies in the <br /> MHMP require the preparation of specific plans consistent with the MHMP that set forth in more detail the <br /> development and design of a specific plan area,including zoning.The Delta College EIR evaluated development <br /> of a community college in the southwest portion of the College Park site in place of a portion of MHMP <br /> Neighborhood A where residential and commercial use were proposed. <br /> The two previous EIRs(MHMP EIR and Delta College EIR)each have an adopted Mitigation Monitoring <br /> Program(MMP).The MHMP MMP is applicable to all of the College Park project site,where as the Delta <br /> College MMP is applicable only to the college parcel.This Draft EIR summarizes the substantive mitigation <br /> ` measures from these previously prepared EIRs and MMPs applicable to the proposed project in the"Regulatory <br /> Setting"subsections of Chapter 4,"Environmental Setting, Impacts,and Mitigation Measures,"and assumes <br /> project compliance with these mitigation measures(i.e.,the mitigation measures are elements of the proposed <br /> project).The MHMP and Delta College MMPs are included in their entirety as Appendices A and B of this Draft <br /> EIR,respectively. <br /> This Draft EIR identifies those additional mitigation measures that are required to avoid or reduce any significant <br /> impacts of the proposed College Park project that remain after implementation of the mitigation measures in the <br /> previous MMPs. <br /> This Draft EIR has been prepared to identify the project-specific impacts of the proposed specific plan, including <br /> associated amendments to the MHMP,development of a community college,Tentative Maps,and other proposed <br /> entitlements,consistent with MHMP requirements. Previous environmental reviews have been prepared for <br /> several utility infrastructure and roadway projects(i.e.,"related projects")that would serve the proposed project <br /> and other development in the Mountain House community.These include: <br /> ► Mountain House Community Services District.Initial Study and Mitigated Negative Declaration for <br /> Mountain House Water Treatment Plant(Use Permit 97-13).March 1998. <br /> • Mountain House Community Services District.Expanded Initial Study and Negative Declaration for <br /> Mountain House New Community Wastewater Treatment Plant(Use Permit 97-13).January 29, 1999. <br /> ► Mountain House Community Services District.Initial Study and Mitigated Negative Declaration for <br /> Wastewater Treatment Plant at Mountain House(Use Permit 98-16).April 1999. <br /> Mountain House Specific Plan H Initial Study.January 2005. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 1,3 Introduction <br />
