The above documents are available for review by responsible agencies and members of the public at the San <br /> Joaquin County Community Development Department, 1810 East Hazelton Avenue, Stockton, California 95205. <br /> The above projects represent separate projects under CEQA, and have already undergone environmental review <br /> and approval processes. This Draft EIR summarizes the impacts of the related projects, where necessary,to ensure <br /> adequate public disclosure of the environmental impacts of the proposed project,together with those related <br /> projects required to serve it. <br /> This Draft EIR evaluates the College Park project, including Tentative Maps proposed for most of the site by <br /> GNK,LLC and InvestWest Matthews Land, Inc.Tentative maps for the balance of the College Park site may be <br /> proposed under the College Park project.This Draft EIR will enable streamlining of these subsequent entitlements <br /> by allowing the County to focus on environmental concerns that are specific to the subsequent entitlements and <br /> which could result in significant impacts not identified in this Draft EIR. When subsequent entitlements are <br /> applied for, the county will determine whether and to what extent additional CEQA documentation is warranted. <br /> Consistent with PRC Section 21083.3,if the County were to find that the subsequent entitlements were consistent <br /> with the specific plan,that no new significant effects would occur,and that no significant impacts identified in <br /> this Draft EIR would be substantially worsened,the County could approve the subsequent entitlements as being <br /> within the scope of the specific plan and this Draft EK with no additional environmental documentation _ <br /> required.Regardless of whether additional environmental documentation is required,the mitigation measures <br /> identified in this Draft EIR would be implemented. <br /> 1.4 DEFINITION OF SUBSEQUENT PROJECTS <br /> Subsequent projects under the proposed College Park project may include: <br /> ► Subsequent Tentative Maps covering those areas of the College Park site not already covered by the proposed <br /> GNK,LLC and InvestWest Matthews Land,Inc. Tentative Maps,and not already covered by the Delta <br /> College parcel; <br /> ► Development applications and associated permits;and <br /> ► Special Purpose Plans for proposed commercial uses,if appropriate. <br /> The above would be subject to the development requirements and standards of the proposed specific plan,the _ <br /> Mountain House Community Services District(MHCSD)Design Manual,and the Mountain House master <br /> utilities and drainage plans.The above considerations would also be subject to applicable mitigation measures of <br /> this Draft EIR,the MHMP EIR, and in the case of development on the Delta College parcel,the Delta College <br /> EIR. <br /> 1.5 ENVIRONMENTAL REVIEW PROCESS <br /> SCOPING <br /> A notice of preparation(NOP)and initial study(IS)were prepared for the proposed project by the San Joaquin <br /> County Community Development Department(SJCCDD).These are included in their entirety as Appendices C <br /> and D of this Draft EIR,respectively.The NOP was circulated for the 30-day CEQA-mandated review period <br /> from October 15, 2003 through November 17, 2003. The IS,which was used to focus the EIR analysis(as <br /> described in Section 4.1,"Environmental Issues"of this Draft EIR),was circulated to the responsible and trustee <br /> agencies,along with the NOP, and was made available for review by the public on the County's website and at <br /> the San Joaquin County Community Development Department, 1810 East Hazelton Avenue, Stockton,California. <br /> EDAW College Park at Mountain House Spedrfic Plan III Draft EIR <br /> Introduction 1-4 San Joaquin County <br />
