2.2.4 REQUIRED APPROVALS, ENTITLEMENTS, AND PERMITS <br /> The College Park project would require amendment of the MHMP land use map, adoption of a land use concept <br /> plan, development standards, and design guidelines for development of the College Park area consistent with the <br /> goals, policies, standards,requirements,and implementation mechanisms of the MHMP. Additional entitlements <br /> required for the project would include: <br /> Amendment of the San Joaquin County General Plan 2010; <br /> Amendment of the MI- MP to include features of the proposed College Park at Mountain House Specific Plan III; <br /> .. . Preparation of Special Permit Plans or their equivalent in the Specific Plan for the consolidated neighborhood <br /> commercial center and two K-8 schools; <br /> Amendment of the Consolidated Development Title for the Mountain House Community; <br /> Approval of Tentative Subdivision Maps consistent with the Specific Plan; <br /> Approval of a Use Permit to construct an aboveground,tertiary wastewater storage pond; <br /> Approval of a Use Permit to develop two water tanks; <br /> Immediate cancellation of Williamson Act contracts; <br /> ► Annexation of College Park into MHCSD; and <br /> ► Annexation of the Delta College site into Byron—Bethany Irrigation District. <br /> Actions required for the proposed project under the purview of the Mountain House CSD rather than the lead <br /> agency(San Joaquin County) include: <br /> ► Amendment of the MHCSD Utility Master Plan; and <br /> ► Adoption of the Joint-Use Agreement to construct two water tanks on Delta College's property. <br /> Actions required for the proposed project under the purview of regulatory agencies other than the lead agency <br /> (San Joaquin County)include: <br /> 1 ► National Pollution Discharge Elimination System permit from the Central Valley Regional Water Quality <br /> Control Board(RWQCB); <br /> ► Section 401 water quality certification from the Central Valley RWQCB; <br /> ► Section 404 of the federal Clean Water Act permit from U.S. Army Corps of Engineers for fill of wetlands; <br /> ► Streambed alteration agreement from the California Department of Fish and Game(DFG) for possible <br /> alteration to Mountain House Creek associated with widening of the Grant Line Road bridge; <br /> ► Incidental take permit from DFG for the two optional water tank sites in Alameda County; <br /> Incidental take permit from the United States Fish and Wildlife Service for the two optional water tank sites <br /> in Alameda County; <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 2-3 Summary <br />
