4.4 PUBLIC SERVICES <br /> This section analyzes the project's potential effects on public services in the area and reviews the regulatory <br /> context for the project. Parks,public schools, fire protection services,law enforcement services,and public <br /> libraries are discussed separately in the five subsections below. <br /> 4.4.1 PHYSICAL SETTING <br /> The project site is currently used for agricultural purposes, including the cultivation of row crops and operation of <br /> dairies. Existing rural residential neighborhoods are located in the northwestemmost portion of the project site <br /> and in the central project area as shown in Figure 4.2-1 in Section 4.2, "Land Use and Agriculture". In addition, <br /> urban development envisioned in other parts of the Mountain House Master Plan(MHMP)is currently under <br /> construction north of the project site. Refer to Section 4.2 for further discussion of existing uses. <br /> PARKS AND RECREATION <br /> This section discusses the entities that operate and maintain parks in the project study area. <br /> Local and regional parks are not located in or adjacent to the project site.The closest local parks include those <br /> located in the City of Tracy and the Larch Clover County Park east of the project site. The closest regional <br /> recreational facility to the project area is the Bethany Reservoir Park in Alameda County to the west.The closest <br /> regional park is the Durham Ferry State Recreation Area located east of the City of Tracy. <br /> County of San Joaquin Division of Parks and Recreation <br /> The County of San Joaquin Division of Parks and Recreation develops and maintains regional,community, and <br /> neighborhood parks and facilities in most areas of the County. The Division of Parks and Recreation is not <br /> responsible for areas of the County, including the MHMP area,where local agencies or special districts(e.g., <br /> Mountain House Community Services District [MHCSD])have been delegated the authority to develop and <br /> manage parks(Smith 2004). The Division of Parks and Recreation funds park development through state bond <br /> funds,federal land and water grants, community development block grant funds, federal urban park renewing <br /> funds,and Quimby Act(i.e., developer assessment)fees.The Division of Parks and Recreation does not propose <br /> any new parks in the northern portion of the County,but funding is available to purchase regional parkland in the <br /> southern portion of the County. <br /> The Division of Parks and Recreation owns,operates, and maintains 22 regional,community, and neighborhood <br /> parks. Of these,the Dos Reis and Mossdale County Parks are located closest to the project site,approximately 10 <br /> miles to the east(SJCCDD 1994a).The Division of Parks and Recreation employs 42 full-time staff and 15 full- <br /> time equivalents(temporary staff). <br /> Mountain House Community Services District <br /> MHCSD was formed to provide a variety of services in the MHMP area.MHCSD is responsible for securing <br /> funding, developing, and operating regional,community,and neighborhood parks in the MHMP area in <br /> compliance with the MHMP. <br /> MHCSD operates one park in the MHMP area.This neighborhood park encompasses 5 acres and is located at the <br /> comer of Wicklund Crossing and Historic Street,in Neighborhood F. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> Public Services 4.4-1 San Joaquin County <br />
