The project incorporates the eastern portion of Neighborhood D, whereas Specific Plan I area incorporates the <br /> western portion of Neighborhood D. One of the planned elementary schools,Wicklund,opened in August 2004. Elementary <br /> students in the project area would attend Wicklund elementary school temporarily until one of the two elementary <br /> schools opened in the project area. <br /> LESD would determine the dates of construction of the new schools that would permanently serve students in the <br /> project area. <br /> Based on the above, and because the proposed project would be required to pay the state-mandated school impact <br /> fees,the proposed project would result in a less-than-significant impact on K-8 school capacity. <br /> The proposed location of the school facilities would result in environmental impacts to public safety. One <br /> objective of Policy 3.4 of the MIEvIP is to avoid the need for school students to cross arterials to get to school. <br /> The policy states that"As much as possible,neighborhood boundaries shall also delineate the attendance <br /> boundaries of each K-8 school,thereby minimizing the need to cross arterial streets to gain access to the school <br /> serving that neighborhood." The project would require K-8 students living in the western portion of the project _ <br /> area to cross Central Parkway(an arterial street)to get to school. The need for school students to cross Central <br /> Parkway was evaluated in the 2002 Delta College Final EIR and mitigation was provided(Mitigation 4.3-1)to <br /> reduce this impact to a less-than-significant level.This mitigation required that the project address the safe access <br /> of students from the western portion of the project area to the future school sites located east of Central Parkway. <br /> Recommendations for safe access included constructing a pedestrian bridge over Central Parkway;providing <br /> crossing guards at Central Parkway; or bussing students across Central Parkway.As a result of this mitigation, the <br /> SJDCCD signed an agreement with the LESD acknowledging SJDCCD has agreed to contribute to the <br /> transportation program developed by LESD. A copy of this agreement is provided in Appendix H.
