IMPACT Public Services—Additional Demand for Public High Schools. The project would result in the <br /> 4.4-3 construction of residential units that would result in the demand for public high school facilities and services. <br /> However, anew high school is planned in the Specific Plan I area of the MHMP that would provide adequate <br /> high school service to the proposed project, and the proposed project would pay the required state- <br /> mandated school impact fees that according to state law, represent full mitigation of high school capacity <br /> impacts. A less-than•sigri ficant impact would occur. <br /> The project would generate approximately 385 high school students at buildout,based on the student generation <br /> rates provided by TUSD and as shown in Table 4.4-1.The project is one part of the MHMP,and high school <br /> facilities are planned to be constructed to serve the entire MHMP area. A high school facility is not planned to be <br /> constructed in the project site under the MHMP or under the College Park project,but a new high school to be <br /> named Mountain House High School would be constructed in the Specific Plan I area as required under the <br /> MHMP. Mountain House High School will have a total capacity of 2,400 students and will be built in phases to <br /> accommodate growing student population from the ongoing residential development, including College Park.The <br /> first phase of Mountain House High School is planned to accommodate 650 students. Following completion of <br /> the high school, it would serve all high school students residing in the MHMP area,including College Park. <br /> TUSD would determine the date of construction of this new school. Therefore, adequate high school capacity <br /> would be provided, and a less-than-significant impact would occur. <br /> On an interim basis,until Mountain House High School is completed and operational,high school students <br /> residing in the College Park project area would be bussed to either West High School or Tracy High School <br /> located in Tracy. However,the two existing high schools in the TUSD are currently overcapacity and cannot <br /> serve additional students.TUSD has acknowledged this issue and has created a plan to use additional portable <br /> buildings as classrooms on an interim basis until Mountain House High School opens.TUSD would determine the <br /> location of temporary facilities as the need arises and in the event that Mountain House High School is not built or <br /> delayed.With payment of the required state-mandated school impact fees,which the state considers full <br /> mitigation of school capacity impacts,a less-than-significant impact would occur. The California Department of <br /> ` Education,Facilities Planning Division,has final decision making authority on school siting. <br /> Mitigation Measure 4.4-3: Public Services—Additional Demand for Public High Schools.Project developers shall <br /> enter into project-specific mitigation with TUSD that determines the development impact fee to be paid for the <br /> construction or rental of temporary portable buildings to be placed at West High School or Tracy High School. <br /> With implementation of this mitigation measure,project impacts resulting from additional demand for public high <br /> schools would be reduced to less-than-significant levels. <br /> IMPACT Public Services—Additional Demand for College Services.
