r <br /> ► Adverse water quality impacts and/or reduction of available landfill capacity because of production of water- <br /> treatment sludge. <br /> Uncontrolled release of hazardous materials associated with water treatment. <br /> WASTEWATER <br /> San Joaquin General Plan 2010 <br /> 4 <br /> The San Joaquin General Plan contains the following wastewater policies applicable to the proposed project. <br /> Policy 1. Expansion of urban communities shall be limited to areas where community wastewater treatment <br /> systems can be provided. <br /> Policy 3.Public wastewater treatment systems shall be provided by an existing public agency, or by a new <br /> ® district if no public agency in the urban community or other area planned for a public system is empowered to <br /> provide wastewater treatment services. <br /> Mountain House Master Plan 1994 <br /> The following wastewater measures and policies from the Mountain House Master Plan are applicable to the <br /> proposed project. <br /> ► Policy 13.4a (Wastewater Trunk Collection System).Wastewater shall be conveyed to the treatment plant <br /> through a pipe network system in a fast and efficient manner. <br /> ► Policy 13.41b(Wastewater Trunk Collection System).The collection facilities shall be designed and <br /> constructed in such a manner that the health and safety of inhabitants of the community are not adversely <br /> affected. <br /> Implementation 13.4a(Design and Construction).The wastewater trunk collection system shall be <br /> Y installed a the size and locations shown in Figure 13.1 of the Mountain House Master Plan. The detailed <br /> design and construction of the facilities shall be in accordance with current County Standard sand good <br /> engineering practices. <br /> ► Implementation 13.4b(Specific Plan Requirements).Each Specific Plan shall indicate which portion of the <br /> trunk pipeline system must be installed to adequately serve the specific plan development and what additional <br /> facilities are needed to efficiently serve future"upstream"developments. In no case shall future <br /> developments be forced to install trunkline extensions through completed developments in order to secure <br /> service. <br /> Policy 13.5.1c(Wastewater Treatment Process).Expansion of the wastewater treatment plant shall be <br /> constructed and completed before development exceeds the existing capacity. <br /> Policy 13.7a(Nonresidential Discharges).Nonresidential wastewater discharged to the treatment facilities <br /> shall have characteristics similar to residential wastewater. <br /> Implementation 13.7a(Standards). Sewer use and pretreatment standards shall be implemented to regulate <br /> wastewater discharges to the plant prior to the issuance of a building permit to a user with discharges. <br /> Implementation 13.71b(Discharge Permit).A permit-to-discharge shall be required for certain categories of <br /> nonresidential dischargers.
