Final EIR for the Mountain House Master Plan and Specific Plan l 1994 (Mitigation Measures) <br /> The following wastewater mitigation measures from the Final EIR for the Mountain House Master Plan and <br /> Specific Plan I are applicable to the proposed project. <br /> Mitigation Measure M4.4.2-1 <br /> (a) Objective 1 in Wastewater Treatment Plant(Appendix Q should be revised, as follows: <br /> "To ensure that wastewater treatment processes be selected, designed, constructed,and operated <br /> to provide adequate treatment capacity and water quality for the method(s)of disposal throughout <br /> project buildout." _ <br /> (b) Policy a)under Objectives I and 2 in Wastewater Treatment Plant should be revised,as follows: <br /> "a) Initial treatment processes shall be selected to meet effluent quality required for restricted use <br /> reclamation such as irrigation of agricultural lands." <br /> (c) Two new policies should be added under Objectives 1 and 2 in Wastewater Treatment Plant(Appendix — <br /> Q,as follows: <br /> "c) Additional wastewater treatment processes shall be provided if unrestricted use reclamation, <br /> including irrigation on-site,industrial/commercial reuse,or surface water discharge were <br /> implemented. <br /> "d) Expansion of the wastewater treatment plant shall be constructed and completed before the <br /> existing capacity has been exceeded." <br /> (d) Implementation(b)under Objectives I and 2 in Wastewater Treatment Plant should be revised,as <br /> follows: <br /> "b) Ultimate Treatment. The facultative lagoons shall be replaced by activated sludge treatment, <br /> or other similarly effective process(es),to provide secondary treatment after Specific Plan I <br /> buildout is complete. Additional treatment processes shall be added to produce the required <br /> effluent quality necessary for disposal options other than restricted use reclamation, if <br /> implemented." <br /> (e) Implementation(c)under Objectives I and 2 in Wastewater Treatment Plant should be revised,as <br /> follows: <br /> "c) Level of Treatment. Initially, all process designs shall be sufficient to treat effluent for _ <br /> surface irrigation of crops and/or landscape irrigation with limited public access. Processes <br /> shall be upgraded or replaced to produce higher quality effluent suitable for other disposal <br /> methods; such other disposal methods may include irrigation with potential human contact, if <br /> on-site reclamation and discharge to Old River were implemented." - <br /> (f) Implementation(f)under Objectives 1 and 2 in Wastewater Treatment Plant(Appendix Q should be <br /> revised,as follows: <br /> "J) Development Permit. A Development Permit shall be required for the wastewater treatment <br /> plant and shall be approved prior to the approval of the first Tentative Map.
