Policy 8.2c.The electrical transmission and distribution system shall be designed and constructed in a manner <br /> that will assure a reliable and cost-effective source of electricity to the Mountain House community. <br /> Policy 8.2e.The Rio Oso-Tesla transmission line easements shall be designed for open space uses when they <br /> pass through residential areas. Where the transmission lines pass through industrial,commercial, and public <br /> land uses they shall reflect that land use designation,but uses under or adjacent to the easement shall be <br /> restricted to uses compatible with the easement,such as parking lots. <br /> • Implementation 8.2a(PG&E Review).Each Specific Plan shall specify land uses and development — <br /> standards within and adjacent to transmission lines. The County shall submit the Specific Plans to PG&E for <br /> review and comment on any proposed development in the vicinity of electric power utilities that cross the <br /> project site. As part of the development plan review and approval,PG&E shall be responsible for ensuring <br /> that the operation and condition of their electrical facilities are in compliance with PUC regulations for <br /> proposed land uses on and adjacent to their easement. <br /> • Implementation 8.2d(Undergrounding of Lines).All electrical distribution lines shall be underground <br /> where practical. <br /> Final EIR for the Mountain House Master Plan and Specific Plan 11994 (Mitigation Measures) <br /> The following electricity mitigation measures from the Final EIR for the Mountain House Master Plan and <br /> Specific Plan I are applicable to the proposed project. <br /> Mitigation Measure M4.4.4-1. The following Implementations should be included under Objective 1 in <br /> Electricity(Appendix C): — <br /> "e) A formal application shall be submitted to PG&E to relocate the Weber-Herdlyn 60-kV electrical <br /> transmission line or provide an adequate open space corridor or other appropriate land use _ <br /> approved by PG&E for the easement prior to submittal of the first Development Permit north of <br /> Byron Road. <br /> "f) A detailed proposal to relocate the eight-inch natural gas pipeline located north of Byron Road <br /> shall be included in the draft specific plan(s)for that area. A preliminary response from PG&E <br /> regarding the proposed relocation shall be secured and documented in the applicable final specific <br /> plan(s). <br /> "g) An open space corridor or appropriate land use approved by PG&E shall be provided for the Rio <br /> Oso-Tesla transmission line easements. PG&E's approval shall be secured prior to the fust <br /> Development Permit in the applicable specific plans. <br /> "h) Construction plans shall be submitted to PG&E and other easement owners for review prior to _ <br /> construction in applicable specific plan areas. In particular,the construction plans should identify <br /> proposed land uses in utility easements,and procedures for movement of heavy machinery over <br /> pipelines installed in non-roadway areas which may not be designed to withstand forces exerted <br /> by heavy loads." <br /> The Master Plan should include Policies under Objective 1 in Electricity(Appendix C)to read as follows: <br /> "i) Land uses shall be compatible with overhead transmission line corridors, existing or proposed. <br /> "j) Specific plans that propose residential or school development adjacent to an overhead <br /> transmission line shall summarize and provide an evaluation of the latest information regarding <br /> EMF exposure and incorporate additional measures to mitigate those effects, if appropriate." <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Public Utilities 4.5-28 San Joaquin County <br />
