► disturb any human remains,including those interred outside of formal cemeteries. <br /> r <br /> State CEQA Guidelines Section 15064.5 defines"substantial adverse change"as physical demolition,destruction, <br /> relocation,or alteration of the resource or its immediate surroundings. <br /> State CEQA Guidelines Section 21083.2 defines"unique archaeological resource"as an archaeological artifact, <br /> object,or site about which it can be clearly demonstrated that,without merely adding to the current body of <br /> knowledge,there is a high probability that it meets one or more of the following criteria: (1)contains information <br /> needed to answer important scientific research questions and that there is a demonstrable public interest in that <br /> information; (2)has a special and particular quality such as being the oldest of its type or the best available <br /> example of its type,and/or(3)is directly associated with a scientifically recognized important prehistoric or <br /> historic event or person. <br /> State CEQA Guidelines Section 15064.5 defines"historical resource"as a resource: (1)listed in, or determined to <br /> be eligible by the State Historical Resources Commission, for listing in the CRHIt; (2) listed in a local register of <br /> historic resources or as a significant resource in a historical resource survey; and/or(3) considered to be <br /> "historically significant"by a lead agency as supported by substantial evidence in the record. <br /> CRHR criteria (also enumerated under State CEQA Guidelines Section 15064.5)defines historic significance as a <br /> resource that: (1) is associated with events that have made a significant contribution to the broad patterns of <br /> California's history and cultural heritage;(2)is associated with the lives of persons important in our past; (3) <br /> embodies the distinctive characteristics of a type,period,region, or method of construction,or represents the <br /> work of an important individual; and/or(4)has yielded,or may be likely to yield,information important in <br /> prehistory or history. <br /> 4.6.4 IMPACTS ANALYSIS <br /> ANALYSIS METHODOLOGY <br /> The results of this analysis are based on a combination of background research, archaeological pedestrian surveys, <br /> and a consideration of the CRHR significance criteria.All field and documentary research activities were <br /> conducted by EDAW cultural-resource specialists or in cooperation with the CCIC and NWIC. <br /> Documentary Research <br /> This cultural resources assessment included two information requests submitted to the California Historical <br /> Resources Information System(CHRIS).A record search was conducted in June 2003, and the CCIC was asked <br /> to identify previous cultural-resource studies that had been conducted in and near the project site and to provide <br /> information on known archaeological sites within and in the vicinity of the survey area. An additional record <br /> search was conducted through the NWIC for the portion of the project area situated in Alameda County.
