In addition to the CCIC and NWIC record searches,an EDAW historian conducted research at the San Joaquin
County Library in Stockton, the Tracy Historical Society, and the Tracy Museum in Tracy, and the Map Section _
of the California State Library in Sacramento. This research was largely focused on investigating the location,
integrity and significance of the 1915 Lincoln Highway and associated features present in the project site.
Archaeological Inventory
EDAW cultural-resource specialists reviewed previous archaeological studies covering the College Park area and
conducted intensive archaeological surveys of those portions of the College Park site not previously surveyed.
The previous investigations included, but were not limited to,the Baker and Shoup study prepared in 1991 for the
MHMP EM,and the Peak and Associates study prepared in 2001 for the Delta College EIR. The Baker and
Shoup study surveyed portions of the MHMP area, including that portion of the College Park area located south
of Grant Line Road. The Peak and Associates study surveyed the Delta College parcel.
The areas surveyed by EDAW included the portion of the College Park site north of Grant Line Road and the _
proposed off-site infrastructure locations. Archaeological field crews systematically walked over the area in
transects no greater than 15 meters apart(approximately 50 feet).Recording of cultural sites, features,or artifacts
could be done with global positioning system(GPS) equipment,USGS topographic quadrangle maps, and DPR
Series 523 Primary and Archaeological Site records. When applicable, the systematic transects were replaced with
a more flexible survey approach. In cases where particularly sensitive land forms were encountered,EDAW
archaeologists walked narrower transects in such areas because these are more likely to contain prehistoric
resources.More intensive coverage of particularly sensitive areas increased the likelihood that any surface
resources present would have been encountered and documented. The areas covered in the different field surveys
are shown in Figure 4.6-1.
Previous Analyses
Related project impacts and mitigation measures applicable to the College Park project can be found in two _
previous documents discussing documented cultural resources situated in the Mountain House area, potential
project-related effects, and measures by which to mitigate those effects to less-than-significant levels. The MHMP
EIR noted potential impacts to documented prehistoric and historic sites recorded in the Mountain House area. _
IMPACTS AND MITIGATION MEASURES
IMPACT Cultural Resources--DestructionfDamage of Known Cultural Resources. The project site contains 10
4.6-1 known historic-era cul`ural resources. One o1 these(Trees along the Lincoln Highway)is eligible for listing in
the CRHR and would be adversely affected by project implementation. A less-than-significant impact
would occur.
The project site contains 10 documented historic-era cultural resources. These include the Kirkman Residence _
(P39-4313);the Berkeley Farms Dairy barn;the Lucky J Dairy; Grant Line Road/Lincoln Highway(P-39-4373);
planted mature, predominately California black walnut trees along the Lincoln Highway; the BBID canal (P-39-
4271); a historic-era artifact scatter(CA-Sjo-230H); a c.1947 residential complex;the residential complex at
Grant Line Village, and Midway Road(P-01-10614). One of these resources, the rows of walnut trees planted
along either side of the old.Lincoln Highway(Grant Line Road),is eligible for listing in the CRHR.
In early 1994 the West Side Pioneer Association of Tracy contacted Trimark(the Specific Plan I and H developer)
to express concern over the proposed removal of the trees to accommodate the widening of Grant Line Road
under the MHMP. In response,Trimark presented a proposed street tree and monumentation plan to the
Association(Figure 4.6-2),and presented the following mitigation measures(Trimark 2004):
EDAW College Park at Mountain House Specdic Plan III Draft EIR
Cultural Resources 4.6-20 San Joaquin County
