► To facilitate the planned expansion of the Grant Line Road corridor,the existing trees will need to be <br /> r removed,per the policies contained in the Mountain House Master Plan. <br /> ► To mitigate the loss,the entire corridor will be planted with an extensive amount of new trees,including <br /> several different species of Oak and California Pepper. These plantings will extend along the entire corridor <br /> of Grant Line Road between Mountain House Parkway and the County line. These plantings will occur <br /> throughout the median and both streetscapes on either side of the planned roadway widening. <br /> ► In addition to the landscaping,entry monumental portal structures,themes in the Civic Italianate architectural <br /> style,will be constructed on both ends of the Grant Line Road corridor within the community,per the current <br /> requirements of the Master Plan and MHCSD Design Manual,and these structures will contain <br /> commemorative plaques that notate the historic Lincoln Highway. <br /> ► In addition,pre-approved Lincoln Highway Association signs will be added along the corridor as additional <br /> markers to inform motorists,pedestrians,and bicyclists of the significance of this corridor(Trimark 2004). <br /> In response to the above proposals,the West Side Pioneer Association responded that all the conditions were <br /> mutually agreed upon(West Side Pioneer Association 2004). Therefore,provision of the above street tree and <br /> monumentation plan by Trimark would satisfy the Association's concerns with respect to removal of the mature <br /> trees along Grant Line Road,consistent with the MHMP Design Manual. As a result,this mitigation was <br /> approved to reduce the impacts to the original 1920s tree line to a less-than-significant level.Therefore,removal <br /> of the trees associated with the project would be less than significant. <br /> Mitigation Measure 4.6-1: Cultural Resources—Destruction/Damage to Known Cultural Resources. <br /> No further mitigation is required. <br /> IMPACT Cultural Resources—Potential Destruction/Damage to Undiscovered Cultural Resources. Subsurface <br /> 4.6-2 disturbances during construction could potentially destroy or damage undiscovered prehistoric or historic <br /> cultural resources that may be considered"unique archaeological resources°or historic resources'as <br /> defined by CEQA A potentiaW significant impact would occur. <br /> The project site is located in a region where significant prehistoric and historic-era cultural resources have been <br /> documented.Although no`unique"or"historic"cultural resources(as per CEQA definitions)have been <br /> documented on the project site,other than the mature trees planted along Grant Line Road,unrecorded cultural <br /> resources could potentially be unearthed or otherwise discovered at the project site during ground-disturbing and <br /> construction activities.If such resources were determined to be unique or historic,a potentially significant <br /> impact would occur. <br /> Mitigation Measure 4.6.2:Cultural Resources—Potential Destruction/Damage to Undiscovered Cultural Resources. <br /> If discovery of unknown cultural materials is made during construction, ground-disturbing activities at the <br /> construction site where the discovery was made shall be halted.The College Park developers or construction <br /> contractor shall contact the San Joaquin County Community Development Department(SJCCDD)immediately, <br /> �- and a qualified professional archaeologist acceptable to County staff shall be notified and retained by the College <br /> Park developer.The archaeologist shall determine whether the resource represents a`unique archaeological <br /> resource"or"historic resource"as defined by CEQA,and shall identify appropriate mitigation.The mitigation <br /> could potentially include,but would not necessarily be limited to,avoidance,preservation in place with capping, <br /> photo documentation,and/or excavation/curation. <br /> Implementation of the above mitigation measure would reduce potential impacts to undiscovered cultural <br /> resources during construction to a less-than-significant level. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.6-21 Cultural Resources <br />
