ht May 1997,the San Joaquin Regional Rail Commission(SJRRC), the Alameda Congestion Management <br /> Agency(ACCMA), and the Santa Clara Valley Transportation Authority(VTA)executed an agreement to create <br /> .. the Altamont Commuter Express(ACE)Joint Powers Authority(JPA). <br /> The ACE service became operational on October 19, 1998. Service initially consisted of two westbound morning <br /> trains and two eastbound evening trains. On March 5, 2001,a third option for ACE passengers was launched with <br /> the inaugural run of a third train.The third ACE train gives ACE passengers a later departure option for travel to <br /> and from San Jose as well as easing the problem of overcrowding,which the service experienced in the months <br /> prior to the launch of the third train.The closest station to the west is Livermore with additional stations at <br /> Pleasanton,Fremont, Great America, Santa Clara, and San Jose. <br /> AIRPORTS <br /> There are two municipal airports within a 10-mile radius of the proposed project site. The Stockton Metropolitan <br /> Airport is located on the southern boundary of the City of Stockton in the heart of California's central valley.The <br /> airport is conveniently located between two major north-south thoroughfares: I-5, 1.5 miles to the west,and <br /> SR 99,which borders the airport on the east.The Tracy Municipal Airport includes 166 acres used for aircraft <br /> parking,taxiways, and runway space.There are two active runways at the airport,one aligned east/west and the <br /> other aligned northwest/southeast.Neither of the airports is a major airport(they do not serve interstate or <br /> international travel). hiternational travel is served through Oakland International Airport and the San Francisco <br /> International Airport, which are more than 50 miles to the northwest. <br /> 4.11.2 REGULATORY SETTING <br /> FEDERAL REGULATIONS <br /> No federal transportation regulations apply to the College Park project. <br /> STATE REGULATIONS <br /> Caltrans <br /> Caltrans standards strive to maintain acceptable freeway operations between LOS C and LOS D. However,the <br /> San Joaquin County Congestion Management Agency(CMA)identifies LOS E or better as acceptable for <br /> operations on"Routes of Significance,"which include I-205 and I-580 in the project study area.Any activity that <br /> would have an impact on freeway operations, such as ramp modification or ramp metering,would require <br /> Caltrans approval. <br /> REGIONAL AND LOCAL REGULATIONS <br /> San Joaquin County Regional Transportation Plan <br /> The San Joaquin County Council of Governments (SJCOG) is the regional transportation planning agency in San <br /> Joaquin County. hi 1998, SJCOG prepared the Draft 1998 Regional Transportation Plan (RTP). The RTP is an <br /> ` overall"blueprint"of San Joaquin County's transportation system that addresses transportation improvements <br /> between 1999 and 2020.
