Plan freeway impacts would continue to remain significant and unavoidable with the addition of the proposed <br /> project under 2025. <br /> Mountain House Community Services District Design Manual 2002 <br /> The Mountain House CSD Design Manual does not contain any design measures that are applicable to <br /> transportation. <br /> Mountain House Master Plan and Specific Plan I Final EIR <br /> The MHMP EIR identified the following significant traffic and transportation impacts associated with <br /> implementation of the MHMP: <br /> At buildout,MHMP trips would contribute significantly to projected traffic growth and LOS deficiencies on <br /> the road system. Some of these associated impacts would be unavoidable.The MHMP would generate a need <br /> for transit services to, from, and within the site. <br /> ► MHMP traffic increases on I-205, I-580,and I-5 would range from 10,000 to 23,000 daily vehicles over levels <br /> projected without the MHMP in 2010.Most of the projected increases would exacerbate highly deficient levels <br /> of service already projected at some locations.MHMP traffic impacts on I-205 could potentially be mitigated <br /> with regional improvements,but the impacts on I-580 west of I-205 would be unavoidable. <br /> Interchange improvements at Mountain House Parkway and Grant Line Road would be required to <br /> accommodate MHMP traffic. <br /> ► Improvements would be needed at several county and other roads,including portions of Grant Line Road, <br /> Mountain House Parkway,Byron Road, Altamont Pass Road, Eleventh Street, SR 4,and Tracy Boulevard <br /> leading to SR 4. <br /> ► Adequately sized internal roadways required to accommodate internal traffic. <br /> ► The MHMP would generate a significant demand for parking. <br /> ► The MHMP would increase the demand for bicycle travel within the project site as well as between the site <br /> and adjacent developed areas. <br /> ► The MHMP would increase the vehicles crossing the existing Southern Pacific Railroad tracks. <br /> 4.11.3 SIGNIFICANCE THRESHOLDS <br /> The LOS standards used in this analysis were taken from the San Joaquin County General Plan 2010,MFIMP, <br /> City of Tracy General Plan, and San Joaquin Congestion Management Plan. <br /> As noted above,LOS is defined by a range from LOS A to LOS F. LOS A represents the best condition, denoting <br /> free-flow conditions with little or no restrictions to driver behavior.
