The project <br /> proponent, however, understands the public policy objectives served by the inclusion of <br /> second units and, in an effort to balance the furthering of these objectives with <br /> marketability of the project, has elected to include a significant number of primary <br /> dwelling units in the project that will have second dwelling units available as an option to <br /> buyers. The Cassano Kamilos Tentative Map area is required to include up to 130 <br /> Medium-High Density Residential Units. County Community Development Department <br /> Staff have determined that, in order to ensure that the project has no negative impact on <br /> housing affordability, at least 130 dwelling units should be an attached-type product. <br /> This project exceeds the required minimum; 141 of the projects primary dwelling units <br /> are attached. <br /> The neighborhood design theme and architectural styles to be employed in the <br /> Cassano Kamilos Tentative Map area, including streetscapes and the landscaped trail <br /> corridor are addressed in Specific Plan III, Chapter Four: Development and Design. The <br /> Cassano Kamilos Homes at College Park Special Purpose Plan elaborates on details of <br /> design within the Tentative Map area. <br /> A description of on- and off-site transportation improvements and transit to serve <br /> the project area, phasing and costs is provided in Specific Plan III, Chapter Nine: <br /> Transportation and Circulation. Please refer to that document for details. Management <br /> of construction traffic will be per Mountain House Community Services District <br /> requirements. <br /> Lands to the north, south, east and west of the Cassano Kamilos Tentative Map <br /> area have been planned for development under Specific Plan III or under a previous <br /> Mountain House Specific Plan. For a discussion of agricultural operations adjacent to <br /> this and-other areas of SPIII, and proposed protection measures, please refer to SPIII and <br /> the FEIR, on file at the County. <br /> Design of the Cassano Kamilos Tentative Map area includes residential streets <br /> running generally east-west to the extent feasible to achieve maximum solar access for <br /> homes. For a description of other measures taken to achieve energy efficiency within the <br /> proposed subdivision, including but not limited to lighting design and pedestrianibicycle <br /> connectivity, see the Tentative Map attachments, the Special Purpose Plan, and SPIII. <br /> The Cassano Tentative Map area does not include any Mountain House <br /> Community edges. The nearest edge to this subdivision is Mountain House Parkway, <br /> approximately 600' to the east. The treatment of this edge is shown diagrammatically in <br /> the Preliminary Community Edge Buffer attachment to Tentative Map Tract 3479 and <br /> described in detail in Specific Plan III, Chapter Four: Development and Design.. <br /> The most significant easement within the Cassano Tentative Map area is a PG&E <br /> 230kV tower line easement. This easement, as well as unencumbered areas adjacent to it, <br /> N is planned as a Linear Park, or open space amenity, under SPIII.
