Phase I Environmental Site Assessmehhdate V Page 4 <br /> Teixeira-Souza Property—Villages D2,D3,and D4 October 27,2006 <br /> WKA No.: 5475.10 <br /> Former Shell Central Valley Crude Oil Pipelines <br /> The California Regional Water Quality Control Board (RWQCB) Spills, Leaks,Investigations, <br /> and Cleanups database revealed one facility, the Former Shell Central Valley Crude Oil <br /> Pipelines(Shell Pipelines), located approximately 800 feet southwest of the southern comer of <br /> the Village D3 Subdivision. This facility is currently undergoing an investigation regarding <br /> known unauthorized release(s) of hazardous materials. A large excavation in conjunction with <br /> the investigation is taking place immediately west of the Teixeira-Souza Property boundary of <br /> Parcel 209-450-14. The Shell Pipelines facility was previously discussed in WKA's September <br /> 6, 2006 Phase I Environmental Site Assessment Update for the Mountain House Teixeira-Souza <br /> Property, Villages D2 and D4. Mr. Mark Clardy,the RWQCB representative providing oversight <br /> to the cleanup process,was interviewed on October 25, 2006 to update information on the status of <br /> the pipeline investigation. The last time that Mr. Clardy was interviewed,he stated that the listed <br /> facility was undergoing a soil and groundwater investigation by SAIC,Ino, (SAIC)to determine <br /> the most effective remediation measures and also to evaluate any potential impact to groundwater. <br /> During the most recent interview, Mr. Clardy stated that excavation to 15 feet below ground <br /> surface had been ongoing for the past month and that multiple areas had been found to contain <br /> petroleum contamination in excess of what SAIC had expected to find. The areas with higher- <br /> than-expected levels of contamination were excavated to 20 feet below ground surface, or just <br /> above the water table. At the time of the most recent interview with Mr. Clardy,none of the <br /> groundwater monitoring wells or leachability tests that were proposed in SAIC's July 18,2006 <br /> Investigation Workplan have been performed at the facility. <br /> In summary, no new agency-listed facilities were identified relative to the previous assessments <br /> for the site. The site was not encountered on any of the reviewed agency lists, as stated in the <br /> previous reports and based on the new(current) agency database search by EDO. <br /> Data Gans <br /> The historical research presented in the initial Phase I ESA documented the site conditions back <br /> to 1914. The time intervals between several of the reviewed Standard Historical Sources <br /> exceeds the minimum five-year period and therefore represent data gaps. However,these data <br /> gaps are not considered significant in terms of identifying RECs related to the site since the <br /> overall use of the site during the years where the data gaps were identified has not changed <br /> significantly over time.
