Phase I Environmental Site AssessmA�e'pdate Page 5 <br /> Teixeira-Souza Property—Villages D2, D3,and D4 October 27,2006 <br /> WKA No.:5475.10 <br /> CONCLUSIONS <br /> The updating site reconnaissance revealed that significant land-use changes have occurred on the <br /> site since the initial Phase I ESA completed in June 2003. The previously noted changes to the site <br /> comprise an ongoing grading operation in preparation for the installation of future neighborhood <br /> features. No evidence of hazardous materials contamination or bulk storage of hazardous materials <br /> was observed on the site. <br /> WKA identified the one listed facility, Shell Pipelines, as one that could potentially affect <br /> groundwater quality in the area of the site. Due to the proximity of the Shell Pipelines' <br /> petroleum-contaminated soil to the site, regional groundwater flow direction, and recent up-to- <br /> date information obtained through an interview with a representative of the lead regulatory <br /> agency, the unauthorized release from the Shell Pipelines facility is identified as an REC due to <br /> the likely presence of petroleum products that indicate a material threat to groundwater on the <br /> site. <br /> WKA performed a Limited Phase lI Assessment in October 2006 on the area of land <br /> immediately south of Village D3 Subdivision. The purpose of the assessment was to evaluate <br /> whether petroleum hydrocarbon-affected soil is present on the proposed Village D6 Subdivision <br /> within the Teixeira-Souza property in the vicinity of the nearby Shell Pipelines that rums <br /> northwest to southeast, approximately 800 feet west of the property boundary. Based on the <br /> results of the assessment, no direct impact to near-surface soil within the property boundary was <br /> identified related to the nearby Shell Pipelines facility. However, groundwater quality was not <br /> evaluated as part of the assessment. <br /> The site does not contain any known water supply wells or septic systems and associated leach <br /> fields and/or dry wells. <br /> With the exception of the Shell Pipelines facility, review of agency records did not reveal any <br /> direct evidence of hazardous materials contamination on the site, but did show contamination on <br /> an adjacent property,the Shell Pipelines facility. <br /> WALLACE KUHL <br /> _. &ASSOCIATES INC. <br />
