13. Administration Facilities: Construction of the MHCSD Administration Facility located in <br /> I the town center shall begin prior to issuance of the 10,000`h residential permit in the <br /> Mountain,House Master.Plan area. Completion of the Facilities shall be done within <br /> eighteen months of commencement of construction;unless an extension.is approved by the <br /> MHCSD.General Manager: Design, size and location shall be provided consistent with the <br /> most recent update of the CPF Plan and approved by the MHCSD Upon acceptance, the <br /> Facilities shall be dedicated to the IVMHCSD.'This condition can be satisfied by an. <br /> agreement acceptable to the MHCSD'that the required facilities will be,constructed on#his <br /> schedule: <br /> 14:'Police:Substati6n: Construction of approximately 17,000 s.f.Phase One 061 ice Substation <br /> 'shall'begin prio�'to issuance of the 7500th residential permit in the Mountain House Master <br /> Plan area. Construction,of approximately 17,000 s.f.'Phase Two'Palice Substation shall <br /> begin prior to issuance of the.12,000th residential building permit: The exact size shall be as <br /> determined by the MHCSD General Manager. Completion of the Facilities shall be <br /> completed'within eighteen months of commencement of construction. Design, size and <br /> location shall be provided consistent with the CFF Plan, Community Approvals and <br /> approved by the MHCSD. Upon acceptance, the Facilities shall be dedicated to the <br /> MHCSD. This condition can be satisfied by an agreement acceptable to the MHCSD that <br /> the required facilities will be constructed on this schedule. <br /> 15. Temporary Turnarounds: All streets, which are to be stubbed for future extension, will <br /> require temporary turnarounds unless waived by the MHCSD General Manager and shall be <br /> shown on the Improvement Plans. <br /> 16. Traffic and Transportation: <br /> A. The subdivider shall improve all streets shown on the Tentative Map and other <br /> transportation improvements as stated in the following conditions. The street <br /> improvements shall include all street pavement, curbs, gutters, sidewalks, landscaping, <br /> lighting, signs, traffic signals when warranted, underground utilities, etc. The MHCSD <br /> may allow phased improvements subject to subdivision agreement or bonding. All the <br /> building permit numbers referred to in the following conditions are in addition to E, F and <br /> G unless specifically noted under a condition. <br /> B. The following statement applies to all the conditions listed herein. If the MHCSD <br /> General Manager determines that a facility or a street improvement is not yet warranted, <br /> the General Manager may allow the facility or the street improvement to be delayed. <br /> The developer shall provide adequate bonding to the MHCSD assuring construction at <br /> the time the MHCSD General Manager determines the facility or the street to be <br /> required. The MHCSD General Manager may also allow for phasing of an improvement, <br /> if bonding is provided and it can be demonstrated with a traffic study, or other pertinent <br /> technical analysis, to the satisfaction of the MHCSD General Manager that the full <br /> improvement is not required for the phase of Tract 3601 being developed. Upon <br /> acceptance, the Facilities shall be dedicated to the MHCSD. <br /> C. The applicant shall comply with the results of the annual monitoring report prepared by <br /> the MHCSD. <br /> D. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical Report adopted by the MHCSD Board of Directors on April 11, 2000, and all <br /> amendments thereof to date,fund a signal at the intersection of Grant Line Road and <br /> Altamont Pass Road and add one lane on each approach to Grant Line Road prior to <br /> issuance of the 2,2501h residential building permit beyond those issued in E, F and G. If <br /> Alameda County does not allow the improvements, the improvement funds shall be <br /> deposited with the MHCSD to be used as directed by the General Manager and as <br /> described in the TIF program. <br /> 16 <br />
