L 2.4 Interviews An attempt was made to obtain historical as well as current information relative to the subject property L from the property owner or key site manager of the property. An Environmental Questionnaire and Disclosure Statement was completed by Mr.James Thoming,owner of the subject property,on January 21,2005. A copy of his responses has been included in this report as Appendix E. LIn his responses to the questionnaire,Mr.Thoming indicated that Thoming&Williams,Inc.purchased the subject property in 1996 from Mr.Bill Ohm,Mr. Gordon Schatz,and Mr. Henry Schatz,who had L owned the property for 40 years. Mr. Thoming stated that the property has always been agricultural. Mr.Thoming stated that,to the best of his knowledge,there have been no fuel tanks,chemical mixing, Lor chemical spills on the subject property. 3.0 PAST AND CURRENT SOURCES OF CONTAMINATION t L 3.1 Research Methods ` NOA employs a standard practice for review of database information. On a street map showing the location of the subject property,a circle is drawn one-quarter mile out from the property boundaries, and street maps or web-based mapping services are then used to determine address ranges for all streets within the quarter mile. All agency databases searchable by address are then searched for these address L ranges. 3.1.1 Regional Watet Quality Control Board L Our office reviewed the Leaking Underground Storage Tanks(LUST)list Qanuary 2005),the WaterRvive.yors QuarteryReport on MTBE Qanuaty 2005), and the Spills, Leaks, Investigations, and Cleanups (SLIC) list bw Qanuary 2005) on file with the Central Valley Regional Water Quality Control Board (CVRWQCB)in an attempt to determine if there are any files present at that agency which note the unauthorized release of a toxic or hazardous agent into the environment on the subject property or within a one-quarter mile radius of the subject property. The subject property was not listed on any of these databases,and no addresses within one-quarter mile of the subject property were found on the databases. i. 3.1.2 San Joaquin County Environmental Health Department NOA was not able to request any files in custody of the San Joaquin County Environmental Health jh Department(EHD) for the subject property because that agency maintains its files by address,and the ((( subject property does not have an address. a L 4 L
