February 18, 2005 <br /> NOA Project Number: E04145A <br /> 31.7 Site Reconnaissance <br /> L <br /> A visual reconnaissance of the subject property was conducted on January 13,2005. Photographs of <br /> the subject property are attached to this report as Appendix B. A site visit/assessment checklist is <br /> attached to this report as Appendix D. <br /> The subject property was observed to be a rectangular parcel used for growing row crops. The property <br /> was bounded to the northwest, southwest, and northeast by field roads, and to the southeast by an <br /> irrigation canal and Greenwood Road. A field road crossed the southern portion of the subject property <br /> and divided the higher-elevation land to the north from the lower-elevation land to the south. To the <br /> north of this field road was a flat,bare patch of compacted soil where a few pieces of farm equipment <br /> were stored. At the southwest comer of the subject property was an agricultural pond with two <br /> electrically-powered pumps. At the northwest corner of the monettv was an a wcul well. Oil <br /> L staining was observed on the pad around the well ea ,and an open pipe which may be used for adding <br /> oil to the pump was observed protruding from the ground. <br /> LThree pole-mounted transformers were observed near the well at the northwest comer of the property. <br /> These transformers were gray and appeared relatively new. One pole-mounted transformer,which also <br /> appeared relatively new,was observed near the pond at the southwest comer of the subject property. <br /> L Three rusty, old,pole-mounted transformers were observed along the northeastern property line. <br /> One plastic drum was observed in the irrigation ditch along the southeastern property line. No label <br /> L was observed on the drum. Due to the position of the drum in the ditch,determination of its contents <br /> was not possible. <br /> LNo evidence of the plugged and abandoned gas well along the northeastern side of the subject property <br /> was observed. <br /> L The ground surface of the subject property was wet from recent rains at the time of the site visit;due <br /> to this condition, any soil staining which may exist on the property would have been obscured. <br /> L Surrounding properties were surveyed at the time of the site reconnaissance. To the northwest of the <br /> subject property was a wetland area. To the north was a residence with several chemical dispenser tanks <br /> and one discarded underground storage tank. To the southwest was bare cropland, To the southeast <br /> L was Greenwood Road,followed by bare cropland. To the northeast was bare cropland. One residence <br /> was located to the immediate east of the southeast comer of the subject property; an above-ground <br /> storage tank was observed at this residence. <br /> L <br /> L <br /> i <br /> L 9 <br /> '0004L <br /> 6. <br />
