Once the soil stockpiles are removed, LFR will conduct a follow-up site <br /> walk to ensure that the soil stockpiles have been removed and that no residual <br /> soil stockpiles remain at the Site. If soil stockpiles or residual soil is left in <br /> place, LFR will then recommend that additional soil samples be collected at the <br /> Site to ensure that soil disposed of at the Site is not impacted. <br /> The following non-ASTM environmental issues were identified at the Site: <br /> • The existing water supply well should be abandoned in accordance with all <br /> applicable laws as requested by San Joaquin County. <br /> • Miscellaneous house-hold trash and debris piles are considered de minimis and / <br /> do not represent an environmental concern; however, they should be removed <br /> from the Site and disposed of in accordance with appropriate disposal methods. <br /> • A potential septic system associated with the former structure on site. If a <br /> septic system is discovered during future development activities, it should be <br /> removed in accordance with regulatory guidelines. <br /> 2.0 INTRODUCTION <br /> LFR Inc. (LFR)performed a Phase I Environmental Site Assessment (ESA) and <br /> Limited Soil Sampling of the Site located northwest of Lower Sacramento Road in <br /> Stockton, California (the "Site"). LFR understands that the purpose for conducting the �l <br /> Phase I ESA is for potential acquisition and development of the Site as a residential L� Z <br /> housing tract. <br /> 2.1 Objective <br /> JLH Realty and Construction, Inc. dba John Laing Homes (JLH) requested that LFR <br /> conduct a Phase I ESA of the Site. The purpose of this Phase I Environmental <br /> Assessment is to identify recognized environmental conditions in connection with the <br /> Site. The term "recognized environmental conditions," as defined by American Society <br /> for Testing and Materials (ASTM) Standard Practice E 1527, means the presence or <br /> likely presence of any hazardous substances or petroleum products on a property under <br /> conditions that indicate an existing release, past release, or the material threat of a <br /> release of any hazardous substances or petroleum products into the ground, <br /> groundwater, or surface water of the property. The term includes hazardous substances <br /> or petroleum products even under conditions in compliance with environmental laws. <br /> The term is not intended to include de minimis conditions that generally do not present a <br /> material risk of harm to public health or the environment and that generally would not <br /> be the subject of an enforcement action if brought to the attention of appropriate <br /> governmental agencies. Conditions determined to be de minimis are not recognized <br /> environmental conditions.
