Trees shall be a minimum of one-inch <br /> ( 1" ) caliper and 15 gallons in size at the time of <br /> planting, unless specified otherwise, and shall be double <br /> staked. The tree type shall be selected from the <br /> approved County Tree List. <br /> Planters. Planter areas shall contain, at a minimum, <br /> shrubs and/or living ground cover. Each planter area <br /> shall be of adequate size for the landscaping proposed <br /> and shall have adequate irrigation for that landscaping. <br /> Nonliving groundcover such as concrete, rocks, or bark is <br /> not permitted. <br /> Watering. Details of an automatic and timed sprinkler <br /> system shall be shown. <br /> Border Materials . All required landscaped areas shall be <br /> enclosed by either a concrete curb having a minimum <br /> height of six ( 6 ) inches or a wooden frame constructed <br /> from materials such as railroad ties or other heavy <br /> lumber materials which measures no less than six ( 6 ) <br /> inches in diameter. <br /> All approved landscaping and sprinklers shall be in place <br /> prior to issuance of an occupancy permit. Landscaping <br /> shall be permanently maintained by the property owner. <br /> 8 . The submitted site plan indicates that a 6-foot-high fence <br /> shall be installed along the eastern property line of the <br /> project site. If the proposed fence is not a solid fence, a <br /> compact evergreen screen shall be required along the northern <br /> 300 ' of the eastern property line. <br /> NOTE: The preapplication conference is designed to inform <br /> prospective applicants of General Plan consistency, zoning <br /> consistency, public improvement requirements, preliminary <br /> design constraints and opportunities, and major environ- <br /> mental and safety issues . This information is provided in <br /> the hope of assisting the applicant in submitting a better <br /> and more complete application, as well as minimizing pro- <br /> cessing time. It is not intended to be an in-depth analy- <br /> sis , and an environmental assessment is not completed. <br /> The applicant should be aware that a detailed review will <br /> not be done until the full application is submitted. <br /> Also, if new or additional information is obtained, a <br /> revised application or Environment Impact Report may be <br /> required. <br />
