g. RIPARIAN HABITAT: Parallel to Mormon Slouqh, a natural open space for riparian habitat and <br /> waterway protection shall be maintained to provide nesting and foraging habitat and the <br /> protection of waterway quality. The minimum width of said open space shall be one-hundred <br /> (100) feet, measured from the mean high water level of the natural bank of Mormon Slough, or <br /> fifty (50) feet back from the existing riparian habitat, whichever is greater. Water-dependent uses <br /> may be permitted in this buffer. The mean high water level and the edge of the riparian habitat <br /> shall be shown on the Site Plan. The open space buffer required above shall be shown on the <br /> Final Map with the following note: <br /> (1) Pursuant to Section 9-1510.5 of the San Joaquin County Development Title, this area is <br /> designated as a natural open space for riparian habitat and waterway protection. No <br /> development other than water dependent uses shall be permitted in this space. <br /> h. FENCING: A Note shall be placed on the Parcel Map and a Notice of Subdivision Restriction <br /> shall be recorded concurrently with the Parcel Map, with a reference to the instrument number of <br /> said recorded notice, stating that: <br /> (1) Fencing for Lots 15, 16, and 17 shall not be permitted within the natural open space for <br /> riparian habitat and waterway protection. <br /> i. ROAD NAMES: All subdivision road names shall be submitted to the Community Development <br /> Department for approval by the Director. Contact Kimberly Wallace at 468-0816 for road name <br /> standards. (Development Title Section 9-1150.18) <br /> LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> (1) Street trees are required as specified in Section 9-1020.4 of the Development Title. <br /> k. NOISE WALL: The following requirements apply to this subdivision to reduce potentially <br /> significant noise impacts to a less than significant level: <br /> (1) A sound wall shall be constructed along the western property line of the subdivision, and the <br /> northern property lines of Lots 1 and 26 to meet the outside activity sound limits The wall <br /> along the western property line shall be ten (10) feet in height, and the sound wall along the <br /> northern property lines of Lots 1 and 26 shall be six (6) feet in height. The sound wall shall <br /> be of airtight construction and have a minimum surface weight of 3.0 lbs./sq. ft. Acceptable <br /> materials include wood, earthen berm, and concrete. <br /> (2) A sound wall shall also be constructed on Lot 17 with its placement following the <br /> recommendation of the noise consultant. The sound wall shall be ten (10) feet high along the <br /> western property line and seven (7) feet high on the section that is parallel to Mormon <br /> Slough. If the wall will be an earthen berm, the location of the berm may be within the 100- <br /> foot open space area, and its direction may be modified by the Planning Director in <br /> consultation with the noise consultant. If the sound wall to be constructed will not be an <br /> earthen berm, it shall be located outside of the 100-foot open space area. <br /> (3) The incorporation of a sound wall along the western property line could have an effect on <br /> future noise levels for the existing residences located between the project site and State <br /> Route 99 due to noise being reflected off of the sound wall. In order to mitigate the increase <br /> in noise levels to these neighboring residences, the western face of the sound wall shall be <br /> treated with acoustically absorptive materials, such as the planting of landscaping (trees, <br /> bushes, or ivy) on or along the wall, or the use of sound absorptive material on the wall. <br /> San Joaquin County PA-0400524/Century 21 Properties Unlimited <br /> Community Development Page 7 <br />
