LOctber 13,2004 <br /> NOA Project Number: E04122A <br /> 4.0 EVALUATION OF IDENTIFIED CONTAMINATION SOURCES <br /> L The potential for lead-based paint or asbestos-containing materials to be present on the property was <br /> not fully evaluated because the interiors of the residential areas were not inspected. <br /> Given the likely historical uses of agricultural chemicals on the subject property,meaningful conclusions <br /> L regarding the presence or extent of such material cannot be determined without soil sampling and <br /> analysis. <br /> j The possibility for surface contamination on the subject property from the surface debris observed <br /> Yr cannot be fully evaluated while the debris remains on the site. <br /> L No greater threat is posed to the subject property than to any other property in the neighborhood by <br /> the three open leaking underground storage tank cases. The subject property receives City water <br /> services, so contamination from these cases is not likely to present a health threat. <br /> LThe debris observed adjacent to the subject property does not appear to pose an immediate threat to / <br /> the property. However, the possibility exists that hazardous materials may be dumped at Mormon f <br /> Slough in the future. <br /> V <br /> Though there is no reason to believe that lasting contamination exists from the accidents on Highway <br /> 99, the subject property is located less than 150 feet east of the highway, and the potential for future <br /> accidents should be considered. <br /> The possibility of contamination to the subject property by the adjacent cement mixing facility could <br /> be minimized by the installation of a dividing wall or by other precautionary measures. <br /> 5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> L <br /> If the property owners or EHD are concerned about the potential presence of lead-based paints or <br /> asbestos-containing materials in the older structures on the site,a survey to detect such materials should <br /> Lbe conducted. If the structures are to be demolished, all applicable laws and regulations should be <br /> followed regarding the handling and disposal of suspect material. <br /> LAll inoperable vehicles and debris on the subject property should be removed prior to site development. <br /> At that time,the site should be evaluated for any surface contamination that previously may have been <br /> ( obscured by debris. The debris removed should be disposed in accordance with all applicable laws and <br /> L regulations. <br /> L If the septic systems on the property are not to remain in use, they should be abandoned under EHD <br /> oversight. The history of the well or pump at the rear of the property should be investigated to ensure <br /> that it is not a conduit to groundwater. Any infrastructure or suspect materials discovered during site <br /> Ldevelopment should be removed and disposed in accordance with all applicable laws and regulations. <br /> L10 <br /> L <br />
